There are two vacancies to fill on the Planning Commission. In accordance to the
amendment to the Pianning Commission Membership, Section 2.42.030, a minimum of
three members of the Planning Commission should be persons sensitive to design
consideration and interested in townscape matters. Persons qualified for these seats
should include architects, landscape architects, land planners, urban planners, civil
engineers and other design professionals with suitable experience.
One current Commissioner, Yolanda Calvo, has expertise as a Civil Engineer.
Therefore, the two vacancies must be filled by individuals with expertise as
architects, landscape architects, land planners, urban planners, civil engineers or
other design professionals with suitable experience.
Attached for your review are 15 applications. Please note, when the Design Review
Board (DRB) became inactive in July, two members remained on the DRB, Mario
Fragomeno and Javier Nava, both of whose applications for the Planning Commission
are included.
Please complete the attached nomination form by circling the names of applicants you
would like to nominate for interviews. Applicants who receive at least two nominations
will be scheduled for an interview. Please return the completed nomination form to
Jennifer Quijano no later than noon, Friday, September 13.
Planning Commission interviews are scheduled for Wednesday, September 25 at 4 p.m.
in the Executive Conference Room. The final interview schedule will be provided to you
, closer to the interview date. Please keep the attached applications for your
reference during the interviews.

I have managed areas within the Transportation Engineering Division responsible for traffic safety and operetions of
City streets. Areas of responsibility included traffic operations, traffic signal systems, parking, bicycle program, traffic
counts/special studies, and traffic litigation research. I have experience presenting to community planning groups,
school authorities, Mayor and Council, and State and Federal agencies. I am the Chairperson of the Division's
benchmarking Committee, and I serve as the City's expert witness and most knowledgeable person in litigation
cases. I have experience with Intelligent Transportation Systems projects and their applications to regional special
