On .lul�� 13, 2010_ [he Board of Super�isors adopted Lire II%ell, San Drego!: a ten-vear
initiative to achie��e the Counn�'s vision of health��; safe and ihrivino communities b��
improving the health and ���ellness of the regiods residents.
E\VIRON��IENT�L RLVIG��'
The De�elopmznc Ser�ices Director has re��ie��=ed the proposed activit�� for compliance
, �vith the Califomia Em-ironmental Qualit� Act (CEQA) and has determined that the
acti�it� is not a "Project" as defined under Section 1�375 of the State CEQ.A Guidelines
because the activit�� consists of a eovernmental administrati��e/fiscal activitv that ���ill not
result in direct or indirect phti�sical changes in the en��ironment. Therefore, pursuant to
Section 1�060(c)(3) of the State CEQA Guidelines the acti��itv i; not subject to CEQA.
Thus: no environmental re�ie�r is required.

DISCUSSION
On Julv 13; 2010, the San Dieoo Board of Supervisors launched the Hea(th Sn�uteg�
Agenda: Buildin,; Berter Health; the ten-vear plan to achie�e build bener health and
increase safet�� for individuals, families, and communities. The concept of 3-4-�0 is the
centerpiece for the Heal�h Stratem� _loenda: Buildi�zg Better Healrla �vhich sho�+�s that
three beha�ior — poor nutrition, lack of esercise. and tobacco use contribute to four

diseases: 1) cazicer 2) heart disease and stroke 3) p'pe 2 diabetes and 4) respiratory
conditions; ���hich account for more tl�an fifiy percent of deatlis in San Diego Counn'. �
Faced ���ith the realin� that more tl�an ]�alf of San Dieeo County residents die of preventable
chronic diseases, the Count�' of San Die�o Board of Supen�isors launched an ambitious
effort to make a difference in the healtl� and well-being oP community members in the
region.
The Board of Super��isors adopted a comprehensive innovative strategy on wellness: called
Lrve l�ell, San Diego! This is a lon�-term plan,to advance the liealth and o��erall ���ell-being
of the reeion that has been cleveloped and implen�ented ���ith community involvement
thouol� a phased approach. Tl�e first phase — Buildin� Better Health, was adopted on July
13; 2010. The second phase; Living Safel}�; ���as adopted on October 9, 2012. The third
phase; Thrivine is cuirently in de��elo�ment and will be rolled out in the near future. Live
I�1'ell, Saia Diego! is a collective effort that unites ptiblic and private entities, faith-based
orgailizations; agencies; cities; businesses. comm�mity members and other stakeholders
toward a shared ��isioi� of healthier, safer and more thrivine corrununities. Tl�ese
partilerships are essential in sustaining and eapanding the� 1 ive N�ell, San Diego! vision.
The City of Chula Vista is an active member of tl�e Lii�e i�e]],, Sa» Diego! Leadership Team,
and has consistently been recognized as a strong leader in wellness reform and
implementation through the shared vision of the Lii�e !�'ell, Sur� Diego! initiative.
For this reason. the Board of Super��isors has requested that the Ci[y of Chula Vista formally
adopt the vision and eoals of the initiative b}� declaring Chula Vista a Live [�Vell, Sara Diego!
comivuniry. This action is co�isistent ��ith the direction tliat the City Council supported in
the Januar}� 2012 General Plan amendmeut to expand tl�e 1-lealthy Communities vision and
our continued partnership �a�itl� tl�e County.

Staff has re��iewed the decision contemplated b}� this action 2ud has determined that it is
not site specific and consequently, the 500-foot rule found in California Code of
Regulations se�ction 18704.2(a)(1) is not applicable to this decision. Staff is not
independently a��rare, nor has staff been informed b�� a�iy City Couneilmember; of any
other fact that ma�� constitute a basis for a decision mal<er conflict of interest in this
matter.

WHEREAS, the health and ���ell-beine of citizens is of primary concem for the
Counn� of San Dieeo and the Cit�� of Chula \%ista. on Jul� li. 2010. the San Dieeo
Countv Board of Supen-isors adopted the Live Ii�ell San Diego initiative a ]0-vear plan

more safe communities; from the nontraditional smart gro��th planning of Ota�� Ranch
since the earlv 1990`s to the form-based code of hieh densirv and mixed use in the Urban
Core Specific Plan and more recentl�� the adoption of espanded Health�� Communities
langua�e in the Cin- s General Plan and is committed to providina a safe, healthv; and
thriving communitv that promotes ���ellness, health�� eatins, and regular ph��sical acti��it��;
and
\1%HERE.AS. the Cit�� of Chula Vista embraced the Health�� Eatine. Acti��e
Communities (HEAC) initiati��e; a major project designed to make environmental
changes that support healthv beha��iors for healthv eatine and ph�sical activit�� in �'�'estem
Chula Vista: and
l�%HEREAS; in 2006 the Citv of Chula \'ista completed ��ork on at Harborside
Park—the £rst in more than 2� �ears for that nei�hborhood to provide recreational and
outdoor opportunities for community residents; and
\l%HEREAS; in 2011 the City of Chula Vista implemented [he Cilantro ro Stores
program ��'hich pro�ided fresh. affordable; locall��-ero�vn produce in comer stores to
provide healthv options for families �vith limited grocer�� opportunities; and

R'HEREAS, in 2012 the Cit�� of Chula Vista adopted General Plan amendments
to certain sections of the Land Use and Transportation Ele�nent and Environmental
Element regarding Health}� Communities that included objectives and policies to increase
healthy food opportunities, increasing opportunities for multi-modal transportation ��ith
an emphasis on walkabilitv, and improving local air quality;
\�'HEREAS, in 2013 the Cit}� of Chula Vista w�as selected as one of 2l cities
nationwide for the National League of Cities Leadership Academy on Eapanding Access
to Health Care for Children and Families; and
WHEREAS; the City of Chula Vista has been a�id continues to be a key paKner
with the Health & Human Services Agency South Region playing key collaboration roles
in efforts such as Harborside Park Collaboration Project, Safe Routes to Schools,
Graduation Coaches, South Region Intergenerational Games and many other endeavors;
and
WHEREAS, the City of Chula Vista wholly supports the Live i�i'ell San Diego
initiative and is committed to upholding the goals of Lii�e N�ell Sa�� Diego by pro��iding
safe, healthy; and thriving communities;
NOW; THEREFORE; BE IT RESOLVED that the City Counci] of the City of
Chula Vista hereb}' supports the Lii�e l�T�ell Sm� Diego ten-}'ear initiative to impro��e the
health of residents in the County of San Diego.
