The fiscal year 2012 Urban Areas Securit}� Initiati��e pro�ides fundine for the continued
de��elopment of readiness and operational response capacity of Police and Fire first responder
personnel. Funds ���ere appropriated in the personnel sen�ices cateeory to fund.intems and a
GIS Specialist position to develop and enhance hazard plans used durine emeraenc� incidents.
Staff has since identified sa��ines in the personnel services categor}� and requests to transfer
�34,000 to the supplies and sen�ices categon�of the Federal Grant Fund.
Additionally, the Ciri� of Chula Vista has tal:en a proacti��e role �vorkins with other public safety
aeencies in support of the San Diego Regional Fire Services Public Safen� Geodatabase (GDB)
project. As a result Chula Vista was identified as an ideal candidate to host the database
developed as part of this regional effon. Therefore: the fiscal qear 2011 Urban :�reas Securin
Initiati��e grant provided additional funds to purchase hard���are and soft���are needed to host the
GIS database and pro�ide other agencies access to this data. The Fire Department is seel:ing to
accept and appropriate an additional ��2,�00 in the capital cate�on- and �6,200 in the suppl�� and
services category the federal grant funds.

ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California Environmental
Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined
under Section 1�378 of the State CEQA Guidelines because il N�ill not result in a physical
change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA
Guidelines, the acti��itv is not subject to CEQA. Thus, no enviromnental revie�� is necessazy.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
On Februazy 12, 20li, City Council accepted $243,591 grant funding from the U.S.
Department of Homeland Security for the fiscal year 2012 Urban Areas Security Initiative
(UASI). The spendine plan ���as submitted in advance of funding approval in accordance N-ith
grant requirements. Grant funds are restricted in how they can be spent and cannot supplant
normal budgetary items for the City. The fiscal year 2012 UASI funds provide funding for the
continued development of readiness and operational response capacity of Police and Fire first
responder personnel. Funds have been allocated in personnel services to fund a GIS Specialist,
overtime, and hourly intems that develop and enhance hazard plans used during emergency
incidents. Staff has since identified savings in personnel cost and the Fire Department is
requesting to transfer $34.000 from the personnel services category to the supplies and services
category of the Federal Grant Fund to enter into a contract with Lyrix Technologies to create
hazard plans paid for by the Urban Areas Security Initiative Grant.
Additional grant funds ha��e been awarded to the City of Chula Vista Fire Departinent from the
U.S. Department of Homeland Security for the fiscal year 2011 Urban Areas Security Initiative
(UASI) to support a GIS system that can be used by public safery agencies in a recoenized
standard throuehout the region. This regional project will provide all Fire, EMS; and Law
Enforcement a�encies with a common GIS database and framework to support public safety
activities. In order to host the GIS database and provide other agencies access to this data,
additional GIS hardwaze and sofrware is needed. The Fire Department is requesting additional
appropriations in the amount of $52;500 in the capital category and $6,200 in the supply and
services catesory of the federal grant funds. This project is fully supported and funded bv
Urban Area Security Initiative (UASI) grant funds.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by tl�is action and has determined that it is not
site specific and consequently the 500-foot rule found in California Code of Regulations
section 18704.2(a)(I) is not applicable to this decision.

Approral of this resolution ���ill result: Transfer of �34,000 from the personnel services
categor}� to the supplies and ser��ices cate�ory of the Federal Grants Fund; and additional

cate�or�� of the Federal Grant Fund. The fundine from the 2011 liASI �+�ill completeh� offset
these costs; resultine in no net fiscal impact to the General Fund.

Areas Security Initiati��e (UASI); has notified the CiYy of additional fiscal year 20ll UASl
fundina: and
WHEREAS; on February 12, 2013,- Cit�� Council accepted $243;591 grant fundins from
the U.S. Depanment of Homeland Security for the fiscal }�ear 2012 lirban Areas Securitv
lnitiative(UASI); and
V�'HEREAS, the Urban Areas Security Initiative addresses the unique plannine;
organization; equipment training; and exercise needs of high-threat, high-density urban areas;
and
�6'HEREAS, the fiscal }�ear 2011 UASI funds ���ill purchase hard���are and sofr��are
needed to host the GIS database and provide other agencies access to data in the amount of
$�8;700; and
