On June 19; 2013 the Director of Public �Vorks recei��ed eiaht (8) sealed bids for the "Eucah•prus
Pazk Improvements (PR317)" project The project is included in the Capital Impro��ement
Proeram (CIP) budget to reno��ate portions of Eucalqptus Park; including the tennis courts. The
source of funds is a State of Califomia Housin� Related Parks Proaram �ant a���arded on
September 10; 2012. The proposed resolution; if approved, ���ould accept the bids and award a
contract to PAL General Engineerine, Inc in the amount of�220,657.32.
EN�'IRONn4ENTAL REVIE��'
The De�elopment Services Director has revie«ed the proposed project for compliance �eith the
Califomia En��ironmental Qualit�� Act (CEQA) and has determined that the project qualifies for a
Class 1(d) categorical ezemption pursuant to Section 1�301 (Esisting Facilities) of the State
CEQA Guidelines because the proposed acceptance and appropriation of funding ���ill result in
the repiacement of older tennis courts ���ith similar but impro��ed tennis couns at a Cit�� public
park �tiith no e�pansion of an eaisting use. Thus; no further environmental revie�v is required.

On D4arch 27, 2012; the Citti� Council adopted Resolution No. 2012-0�0 authorizing the Cin'
A4anaQer to appl�� for State of Califomia Housino Related Parls (HRP) Proaram grant funds and

to enter into a grant aereement if the application is approved. The purpose of the HRP Proeram
is to increase the overall supply of housine affordable to lower income households by providing
financial incentives to cities and counties with documented housing starts for newly constructed
units affordable to vep� lo��- or lo���-income households. The funds are awarded based on a
formula of the number of units placed into service. The funds may be used for the creation of
new park and recreation facilities or the improvement of existing park and recreation facilities.
The City applied for a grant a���ard of$�17,000 and in September was aN�arded a grant in the
amount of$488;400 for various rehabilitation projects at Eucalyptus, Lauderbach, Memorial, and
Parkway Parks, Norman Center and the V✓omen's Club. One of the identified grant priorities is
renovation of the tennis courts at Eucal�-ptus Park, which are at risk of failure.
The general scope of the dual tennis court renovation invoh�es removal of the court screening,
equipment and existing slabs. Sub-base w�ill be installed along with ne�� concrete, equipment
and court surfacing. The existing fencing and screening will be reinstalled and court lighting
poles ��ill be repainted. An ADA parking stall and signage �vith an accessible pathway to the
closest court will be installed to complete the project requirements.
On June 19, 2013 the Director of Public Works received eight (8) sealed bids for the "Eucalyptus
Parks lmprovements (PR317)" project. The following table summarizes the bids received:

According to the "Basis of Bid" (bid items 1 and 2) submitted by PAL General Engineering,
Inc.; it is consistent ���ith the in-house estimate of$218,000.00. The Contractor has successfulh�
completed projects of similar scope for other jurisdictions. The Contractors License No.
916931 is curren[ and active.
Staff reviewed the low bid and determined that the bid package is compleCe, with no errors or
omissions. Therefore, staff recommends awarding a construction contract to PAL General
Engineerine, fnc. in the amount of$220,68732.

WaQe Statement
The source of funding for this project is a orant from the State of Califomia. The Contractor
shall ensure that the requirements of Chapter 1 of Part 7 of the Califorcua Labor Code (pertaining
to the payment of prevailine waees and administered by the Califomia Department of Industrial
Relations) are met These requirements are incorporated into the Construction Con�act.
DECISION D4AKER CONFLICT
Staff had revie���ed the property holdinss of the Ciq Council and has found no propem� holding
��ithin �00 feet of the boundaries of the property ��rhich is the subject of this action. Staff is not
independently a�vare, nor has staff been informed by any Cin� Councilmember, of any other fact
that mav constirute a basis for a decision maker conflict of interest in this matter.

Sufficient funds aze available in PR.i17 to complere the project. The funds «�ll be repaid from
the HRP Program a«�azd. There is no direct fiscal impact to the General Fund in the current fiscal
year related to a�i�ardine the construction contract.
The budeet in the grant aereement for the rehabilitation of Eucalyptus Pazk is $217;000.
However; the grant agreement allo���s for funds to be shifted as needed based on actual costs. As
estimates are obtained for the remainine rehabilitation projects, staff��ill be able to determine if
the scope of work will need to be revised for any of the remaining projecu to stay within the
overall erant limit.
ONGOING FISCAL IA'IPACT
There is no oneoine fiscal impact as this is a one-time erant.
