QUESTIO\iS A�\iD DISCUSSION OF RELATED ISSUES
Chief Hanneman invoduced the Fire Facility Master Plan. He provided information on existins
stations; the h�pes of calls firefiehters respond to, including medical, fires, auto accidents. and
rescues; and stated that the department answers approximately 1�;000 calls per yeaz. He stated
the department's main eoals �aere to implement Ad��anced Life Suppon (ALS) and for
firefiehters to respond quickly enough to contain fires to their room of oriein.
Chief Hanneman pro��ided information on the 1997 Fire Facilitv Master Plan and stated it
consisted of sis stations, H°ith major azeas, such as southeast Chula Vista and the Bavfront, not
accounted for.
The recommendations of the 20li proposed Fire Facilih� Master Plan were to build three new
fire stations, specificallv in groH2h areas, and increase staffing to four-person cre���s, with full
implementation of the plan by 2030. He stated the proposed Fire Facility h4aster Plan did not
take into account some existine needs for support operations, such as trainine and adminisirati��e
office space needs.

Chief Hanneman presented information on the current fire-response standards of the GA40C, the
National Fire Protection Association (NFPA), and the Occupational Safety & Health
Administration (OSHA).
Gene Begnell, consultant, representing Emergency Services Consulting International, provided
the outcome of a critical task analysis that ��as performed for the department. Results showed
that a four-person fire cre��� in Chula Vista would be able to respond 33 percent faster to
emergencies than a three-person creN�.
Chief Hanneman presented information on the fiscal analysis for the additional fire stations and
staffing. He stated that implementation of the Fire Facility Master Plan ti�ould achieve an 11-
station system, five-minute travel time for initial-response units, 14 firefighters on location in
eight minutes 90 percent of the time. and a four-person staffing model; in accordance with
established standards.
John Hess. representing the International Association of Fire Fighters (IAFF), spoke in support
of four-person crew staffing and in opposition to closing fire station #9.
RobeR Corcilius, Chula Vista resident; spoke in opposition to the plan.
EMS Coordinator Scott presented information on expediting the implementation of Advanced
Life Support (ALS). ChieF Hanneman stated that the ALS program could be accelerated b��
approximately six months, but would require significant additional funds and he did not
recommend accelerating the program at that time.
In response to questions from Councilmember Ramirez, John Hess, representing the
International Association of Fire Fighters (IAFF), provided infonnation regarding ALS training
for firefighters.
Chief Hanneman responded to questions regarding expediYing ALS, potential options, and
estimated costs.
There was consensus of a majority of the Council to direct Chief Hanneman to present Council
with additional information and options to accelerate the implementation of ALS in September
2013.
He stated he anticipated brineing the Fire Facility Master Plan for City Council consideration in
September 2013.

GROUP AND COUNCIL QUESTIONS AND DISCUSSION OF RELATED ISSUES
Chief Bejarano provided an update on the onboarding or additional officers and stated it H�as the
department's goal to fill open positions in the Police Department as soon as possible.
At the request of Councilmember Aguilar, there was consensus of a majority of the Council to
postpone the remainder of the discussion on Itein 1 B to a future meeting.
