In order to address operational needs; the Recreation Department is requesting to reclassifv a
vacant Recreation Supervisor II position to a Recreation Supen�isor IIl. This chanee has
been revie���ed and approved by the Human Resources Department.
ENVIRON�7ENTAL REVIE�i'
The Development Services Director has revieH�ed the proposed acti��itv for compliance
���ith the Califomia Environmental Qualit�� Act (CEQA) and has determined that the
activity is not a "Project" as defined under Section 1�378 of the State CEQA Guidelines
because the activiro consists of a eovemmental administrati��e/fiscal activirv that �i�ill not
result in direct or indirect ph��sical chanees in the environment. Therefore, pursuant to
Section 1�060(c)(3) of the State CEQA Guidelines the acti��ity is not subject to CEQA.
Thus; no environmental review is required.

In order to address operational needs; the Recreation Department is requestine to reclassifi-a
�•acant Recreation Supervisor II posirion to a Recreation Super�isor III. Ihis chanee has
been re��iewed and approved bv the Human Resources Department. This posirion has
recend} become ��acant but the department had previouslp �vrked ��th the Human
Resources Deparanent to detemune the appropriate classification for this posirion given the
duties and responsibilim �ssi�ed to the former incumbent The classificarion stud��
determined that the position should be chan�ed from Recrearion Supen�sor II to Recreation
Supen�sor III—the depar[ment�i ould like to move forwazd N�th this chanse as the position
is currzntiv ��acant and the depar¢nent can recruit based on the updated classification
re�iew.
The classification stud� completed b� the Human Resources Depamnent anal�zed and
compared the duties_ performed b� the incumbent Recreation Supen isor II and
detemvned that these duties were suited to a Recreation Supervisor III position. The
classification smd}• analyzed the followrin2 areas:
• Auttiorirv and independence to act
• Level of complexirv of w-ork assi�unents
• Level of supen�ision received
This position is responsible for the mana�ement of the Cit��'s Adult athletics program in
multiple parks/golf sites (Montevalle, Rohr; Mount San Miwel Community Pazk, Chula
V'ista Golf Course; Salt Creek Golf Club and Eastlake Countrv Club) and Pazk�vav
Centzr/G�mnasium.
The classification reciew conducted bv the Human Resowces Depanment concluded that
this posiuon �iill continue to perform a variet�- of complex and professional recreation
program responsibilities. The changes that have occurred to this position have been
loQical and �radual and the incumbznt has increasinaly been performine hiaher-le�el
duties to the point �vhere a different classification is necessaran. This position compazzs
favorably to the Recreation Supen isor III class specifications and reclassification is
warranted. \'o chanoes in job duties azz anticipated as a result of this position becomina
vacant; therefore the Recreation Department �iould ]ike to move fonvazd with the change
in classification as recommended.

Staff has revie�ed tt�e decision contemplated b�' this action and has determined that it is
not site specific and consequentl��; the �00-foot rule found in California Code of
Regulations secrion 18704?(a)(1) is not applicable to this decision. Staff is not
independentl� a��aze, nor has staff been informed b} anv Ciry Councilmember; of anv
' other fact that mav constitute a basis for a decision maker conflict of intzrest in this
matter.

The replacement of a Recreation II Supervisor position ��th a Recreation Supen�isor III
position w211 result in additional personnel sen�ices cosu in tt�e aznount of 54,�37 for the
Recreation Department in fiscal }�eaz 20li-14. Howe��er, the department can absorb
these increased cosu as a result of anticipated salan� sa�ings. There is no fiscal impact to
the General Fund anticipated in the current fisca] vear.

sen�ices base budget of tbe Recreation Deparunent and will be part of the normal budget
development process.

\4%HEREAS, in order to address operational needs, the Recreation Department is
requesting to reclassif�� a �acant Recreation Supen�isor II position to a Recreation
Supen�isor III; and
\1�HEREAS, this change has been re��iewed and approved b� the Human
Resources Department; and

chaneed from Recreation Supervisor II to Recreation Supervisor III — the department

Department concluded that this position will continue to perform a ��arien of complex
and professional recreation program responsibilities. The changes that ha��e occurred to
this position have been logical and graduai and the incumbent has increasinelv been
performine hieher-level duties to the point where a different classification becomes more
appropriate; and

Recreation Supen�isor III position will result in additional personnel sen�ices costs in the
amount of �4;�37 for the Recreation Department in fiscal year 20li-14. Ho�vever, the
department can absorb these increased costs as a result of anticipated salan� savines.

NO��', THEREFORE. BE IT RESOLVED that the Cit�� Council of the City of
Chula Vista hereby approves the replacement of a Recreation Supervisor Il position �ith
a Recreation Supervisor III position, to be reflected in the 2013-14 "authorized position
count."
