This action, if approved; N�ould authorize the submittal of an application for a matching grant from the Greater San Die2o City Tennis Council that would provide funds for repair of the tennis courts. ENVIRONMENTAL REVIE�V The Development Sen�ices Director has revie��ed the proposed project for compliance ��ith the , Califomia Environmental Qualit}� Act (CEQA) and has determined that the project qualifies for a Class 1(d) cateeorical exemption pursuant to Section 15301 (Existing Facilities) of the Stare CEQA Guidelines because the proposed acceptance and appropriation of fundine �ti�ill result in the repair of tennis courts at a Citv public park ��ith no expansion of an existine use. Thus; no further en��ironmental revie��is required. RECO�ZME\DATION Council adopt the resolution. 6-1 9/10/13, Item � Page 2 of 2 BOARDS/COMMISSIOI��S The Parks and Recreation Commission supports the grant submittal. DISCUSSION The two tennis courts located at El Rancho Del Rey Park are in disrepair and need signifieant resurfacing and re-caulking. Based on initial bids, the cost to repair the t'wo courts is approximately $12,000. The Greater San Diego City Tennis Council (GSDCTC) provides grants for repairs of tennis courts that aze available to the public and provide opportunities for youth to become more involved in tennis. This action, if approved, would authorize the submittal of an application for a matching grant from the Greater San Diego City Tennis Council (GSDCTC) and to accept the grant if awarded. Staff recommends applying for a $]0,000 grant from the GSDCTC and committing to a $2,000 grant match to fully fund the repair �vork for both tennis courfs. Matching funds are not required to apply for a grant, but the grant,application notes that some funding by the requestor is most desirable and makes the grant submittal more competitive. The grant requirements include the following 1. A posted sign recognizing the Greater San Diego City Tennis Council. 2. Before and after pictures of pro�ect. 3. A notice of project completion from contractor, before any funds are released. DECISION MAKER CONFLICT Staff had re��iewed the property holdings of the City Council and has found no property holding within 500 feet of the boundaries of the property which is the subject of this action. Staff is not independently a��are, nor has staff been informed by any City Councilmember, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter. CUI2RENT YEAR FISCAL IMPACT The Public �6'orks Department fiscal yeaz 2013-14 supplies and services budget for Park Operations has sufficient funds budgeted for tennis court repairs for the proposed $2,000 grant match. ONGOING FISCAL IMPACT There is no ongoing fiscal impact as this is a one-time grant and there is no increase in ongoing maintenance and operating costs as it involves the repair of an existing facility.
