Chief Hanneman introduced the Fue Facilit� ?�4aster Plan. He provided information on e�:istins
stations_ tt�e nPes of calls firefiahters respond to, including medicaL fires. auto accidents. and
rescues; and stated that the department ans���ers approximateh� 1�_000 calls per yeaz. He stated
the departmenrs main goals ��°ere to implement Ad��anced Life Support (ALS) and for
fuefighters to respond quickly enough to contain fires to their room of origin.
Chief Hanneman provided information on the 1997 Fire Facilin� I�4aster Plan and stated it
consisted of sia stations; with major.azeas; such as southeast Chula Vista and the Bayfront, not
accounted for.
The recommendations of the 2013 proposed Fire Facilin� Masrer Plan «�ere to build three ne�;
fire stations; specificall�� in gro��th azeas; and increase staffma to four-person cre���s; ���ith full
unplementation of the plan b� 2030. He stated the proposed Fire Facilin� A4aster Plan did not
tal:e into account some esistin� needs for suppon operations, such as trainin� and administrative
office space needs.

':b Chief Hanneman presented information on the current fire-response standards of the GMOC, the
I�'ational Fire Protection Association (I�TFPA), and the Occupationa] Safet}� & Healtb
Administration (OSHA). ,
Gene Begnell, consultant, representing Emergencp Services Consulting International, provided
the outcome of a critical task analysis that ���as performed for the department. Results showed
that a fow-person fire crew in Chula Vista ���ould be able to respond 33 percent faster to
emereencies than a three-person cre���.
Chief Hanneman presented information on the fiscal analysis for the additional fire stations and
staffinL. He stated that implementation of the Fire Facility Master Plan would achieve an ]1-
station system, five-minute travel time for initial-response units, 14 firefighters on location in
eight minutes 90 percent of the time, and a four-person staffin� model, in accordance ��ith
established standards.
John Hess, representing tbe Intemational Association of Fire Fighters (IAFF), spoke in support
of four-person crew staffing and in opposition to closing fire station #9.
Robert Corcilius, Chula Vista resident, spoke in opposition to the plan.
EMS Coordinator Scott presented information on expediting the implementation of Advanced
Life Support (ALS). Chief Hanneman stated that the ALS program could be accelerated by
approximately six months, but would require significant additional funds and he did not
recommend accelerating the pro2ram at thaf time.
In response to questions from Councilmember Ramirez, John Hess; representing the
Intemational Association of Fire Fi�hters (IAFF), provided�infonnation regarding ALS training
for firefighters.
Chief Hanneman responded to questions regarding expediting ALS, potential opCions, and
estimated costs.
There was consensus of a majority of the Council to direct Chief Hanneman to present Council
with additional information and options to accelerate the implementation of ALS in September
2013.
He stated he anticipated brin�ing the Fire Facility n4aster Plan for City Council consideration in
September 2013.

DEPARTMENT OPERATIOI�'S REPORT PREPARED BY AIATRIX CONSULTI?`TG
GROUP AND COLJNCIL QUESTIONS AND DISCUSSION OF RELATED ISSUES
Chief Bejarano provided an update on the onboarding of additional officers and stated it ���as the
department s goal to fill open positions in the Police Deparfinent as soon as possible.
At the request of Councilmember Aguilar, there was consensus of a majority of tbe Council to
postpone the remainder of the discussion on Item 1 B to a future meeting.
