HomeMy WebLinkAboutMinutes 2005/01/20City of Chula Vista Parks and Recreation Commission Minutes Thursday - 6:30 p.m. Public Works Operations Lunch Room Meeting called to order by Chair, Don Salcido at 6:30 Staff Present: Buck Martin, Director of Recreation Dave Byers, Director of Public Works Operations Shauna Stokes, Assistant Recreation Director Larry Eliason, Parks and Open Space Manager Tom Class, Parks Manager Brian Cox, Principal Recreation Manager Ed Hall, Principal Recreation Manager Ted Nelson, Recreation Supervisor III Margarita Cellano, Recording Secretary I . Roll Call /Motion to Excuse January 20, 2005 1800 Maxwell Road Members Present: Commissioner Salcido, Weidner (arrived at 6:35 p.m.), Ramos, Rios, Cien -Mayer Members Absent: Perondi MSC (Ramos /Cien -Mayer Vote 4- 0 -0 -1) to excuse Vice -Chair Perondi from tonight's meeting 2. Action Items a. Approval of Minutes of August 19, 2004 - Table to next meeting. b. Approval of Minutes of October 21, 2004 - MSC Ramos /Weidner 4 -0 -0 -1 Perondi absent) to approve minutes as presented. C Reconsideration of Commission motion from August 19, 2004 Commission Meeting regarding the Chula Vista Golf Course - Mr. Byers (Director of Public Works Operations) informed the commission that the Commission voted to ask the City Council to remove oversight of the golf course from Public Works and assign oversight to the City Manager and develop and ad -hoc committee. Mr. Byers asked that the Commission reconsider this motion and discussed the various reasons. MSC Ramos /Salcido to reconsider motion from the August 18, 2004 meeting regarding the Chula Vista Golf Course (5- 0 -0 -1) Perondi absent MSC Rios /Weidner letter be withdraw from forwarding to the City Council (5 -0 -0 -1 Perondi absent) d. Approval of letter of support for grant application for a new fitness activity area at Norman Park Center - Mr. Martin (Director of Recreation) informed the Commission that a donation was given to the City for the Norman Park Center to install rubberized flooring. Wireless Facilities on City Property - Mr. Griffin (Director of General Services) informed the Commission of the policy being developed for Wireless Facilities on City Property. In addition, Mr. Griffin informed the Commission that agreements are entered for all City properties. Chair Salcido commented that he does not want to see them in all of the City parks. Mr. Griffin responded that the Wireless Facilities are not intrusive and fit into the design of the park. Commissioner Cien -Mayer asked about health concerns with Wireless facilities around kids. Mr. Griffin responded that per the FCC, there are no health risks. b, Field Closures - Mr. Cox (Principal Recreation Manager) provided an update on field closures in the City. Discussion held on closure of Chula Vista Community Park and Discovery Park. Maintenance for Chula Vista Community west would be deferred to Summer 2006. Mr. Byers informed the Commission of the Drill Fill Machine that is used for maintenance of the athletic fields. Commissioner Weidner asked about fields at Heritage Park. Chair Salcido asked about the fields at Discovery closing on 6/1 could the fields at Veteran's be used as of 6/1 instead so as not displace the users? Mr. Cox responded that Veteran's is scheduled to open on 711 and that staff is currently determining when those fields would be available for allocation. Mr. Martin also responded that the park officially opens on November 11, 2005. Mr. Griffin responded that there is no chance that the fields at Veteran's would be ready for the summer due to the recent heavy rains of December and January, but is confident that the center would be ready on time. C. Calendar Year 2005 Parks and Recreation Commission Meeting Dates - Mr. Martin informed the commission of the meeting dates for the 2005. d. Honoring Hospital Corpsman, Fernando Mendez - Aceves - Mr. Eliason (Parks and Open Space Manager) informed the Commission that staff is currently determining the cost that will be associated to having the name engrave in Memorial Park. 4. Commission Comments - Commissioner Weidner stated that her daughter attends class at the Community Youth Center and enjoys it. Commissioner Cien -Mayer stated that her daughter is also participating in programming through the department and plays softball. Commissioner Ramos stated that the restrooms in Otay Park are nice and that there is no graffiti on them. Parks and Recreation Commission January 20, 2005 8. Staff Comments - Page 3 a. Recreation Monthly Report - Mr. Martin talked about the monthly report that Margarita prepares for him. He informed the Commission that Eddie Johnson was promoted to Recreation Supervisor I at the Youth Center. b. Public Works Monthly Report - Mr. Byers informed the Commission that the channel in Hilltop Park was full of water from the recent heavy rains, and 135 trees were reported down throughout the City. Staff from Streets, Wastewater, and Parks Divisions was out working during furlough. The weather station at the golf course reported that in a 4 -day period, 6- inches of rain was received. C. General Services - Rolling Hills - Montevalle - adding Handicap accessible play equipment through grant process. Salt Creek presented a design challenge on the layout of the park. Staff and consultant are working through challenges. Mr. Griffin provided updates on the parks coming on -line. In addition, he informed the commission that the project at Eucalyptus Park has been halted because of issues with HUD and funding through CDBG has to be worked out. 9.
