Roll Call /Motion to Excuse Members Present: Commissioner Salcido, Chair Weidner, Commissioner Ramos, Commissioner Perondi, and Commissioner Strahl Members Absent: Commissioner Rude MSC (Weidner /Ramos) 5 -0 -0 -1 excuse Commissioner Rude Staff Present: Brian Cox, Principal Recreation Manager Anne Stevens, Recreation Supervisor I Guests: Jim Dunn, AYSO Dalvon Logan, YMCA Chair Weidner stated that the majority of the commissioners are present at tonight's meeting and therefore would go forward and approve the minutes out of necessity and feels that there is sufficient urgency in the approval of those minutes to allow for the approval from a majority of commissioners who are present. 2. Approval of Minutes of May 16, 2002 - MSUC (Strahl/Weidner) (Ramos Abstained)(Rude Absent) 3 -0 -1 -1 to approve the minutes. 3. Approval of Minutes of June 10, 2002 — MSUC (Strahl/Weidner) (Ramos Abstained) (Rude Absent) 3 -0 -1 -1 to approve minutes. MSUC — Weidner / Strahl 5 -0 -0 -1 to allow agenda be taken out of order and allow Mr. Dunn of AYSO address the Commission regarding Field Allocation. Mr. Dunn of AYSO spoke about field allocation issues and field closures during the summer months. He stated that a few of the fields that AYSO utilize during the summer months are closed for maintenance. He also stated that closure of fields that he utilizes for his teams have a great impact to AYSO. Principal Recreation Manager Cox explained the field allocation process, and stated that the various youth sports organizations are notified in a timely manner regarding field closure. Parks provides the Recreation Department a matrix that indicates which fields will be closed for the required maintenance. Discussion held on the allocation process and maintenance of fields. Parks and Recreation Commission Minutes — August 15, 2002 2 Chair Weidner explained that it would beneficial if this item could be revisited at the September meeting, and she would request that Deputy Director Byers and Deputy Director of Parks Foncerrada of Public Works attend the meeting. In addition, Chair Weidner stated that it was a concern that such a large percentage of fields are taken out of commission at one time because it does impact the youth sports organizations. In addition she requested a report from Public Works that includes: • Clarification on field closures, maintenance of fields, rest - period, etc • Why fields have to be taken out of commission simultaneously • Field Matrix that shows fields that are closed or taken out of commission for the purpose of required maintenance, and time frame of closure • Do the fields require to be closed because there is no other choice? Commissioner Strahl stated that he does not want this issue to disappear. In addition Commissioner Strahl requested that the report also include: • Information reflecting the difference between maintenance of parks vs. the maintenance of a playing field; • Which fields or parks are closed for maintenance and the period they are closed; and • What entails the maintenance of fields or parks that requires them to be closed Commissioner Perondi stated that we would like to see information in the report addressing: • What constitutes the closure of the fields; • Are they all equally in such bad shape that they need to be taken out of commission at the same time? • What constitutes maintenance vs. safety issue of the field being taken out of commission for a period of time? Commissioner Salcido stated that the Parks Department notifies the Recreation Department in May (about the field closures), who in turn notifies the YSC organizations in June during the field allocation process. The Parks Department are also very flexible with the organizations in keeping a field open now and then for tournaments, and they also work very hard in keeping the fields in playing condition. Chair Weidner requested that Deputy Director Byers and Deputy Director of Parks Foncerrada attend the September meeting for a presentation of maintenance of fields and parks. In addition, information on a long -term projection on maintenance work for fields is requested. 4. Naming a Parks and Recreation Commission Member to the General Plan Infrastructure and Services Subcommittee Director of Recreation Martin talked about the General Plan Update, and stated that as a result of the General Plan, Services Subcommittees were being developed. A representative from the Parks and Recreation Commission would be required to staff the subcommittee. MSUC Perondi / Salcido to appoint Commissioner Strahl to the General Plan Update Infrastructure Subcommittee (5- 0 -0 -1) Parks and Recreation Commission Minutes — August 15, 2002 3 5. Sports Season Policy Brian talked about the Sports Season Policy and stated that the purpose of the policy was to establish a calendar on a yearly basis that would be divided into seasonal increments. This will allow equitable opportunity for an array of sports with priority for sports during its season. Principal Recreation Manager Cox talked about the demand for sports field and facility allocation, and stated that demand surpasses supply. Discussion held on the on the Season Start Dates and End Dates. Commissioner Perondi stated that he would like to yearly updates of the Policy. MSUC Perondi /Salcido to approve the Sports Season Policy with yearly updates. (5- 0 -0 -1) American Golf Course Information Director of Recreation Martin distributed information he received pertaining to American Golf Course. Discussion held on the overall condition of the golf course. Commissioner Perondi stated that he was disappointed with the condition of the restrooms. Commissioner Strahl stated that it is good to see that staff is monitoring American Golf Contract. In addition, Commissioner Strahl stated that the facility has long been neglected, and it's good to see that it is being improved upon. Commissioner Strahl asked about the expiration date of the contract between the City and American Golf. Chair Weidner stated that Deputy Director of Parks Foncerrada should attend the September meeting to provide clarification on the contract. Introduction of Anne Stevens, Recreation Supervisor I Recreation Director Martin introduced Recreation Supervisor I Stevens. Ms. Stevens talked about her educational background, recreation experience, and expectations she has set for her self in the Recreation Department. Heritage Park Center Recreation Director Martin talked about Heritage Park Center Grand Opening on August 18, 2002 at 1:30 p.m. 6. Unfinished Business —None 7. NEW BUSINESS — None 8. WRITTEN COMMUNICATIONS — None 9. COMMISSION COMMENTS Commissioner Ramos stated that she missed the June 2002 Special Meeting of the Parks and Recreation Department, and requested that she be excused. Parks and Recreation Commission Minutes — August 15, 2002 M MSUC Weidner / Strahl to excuse Commissioner Ramos from the June 2002 Parks and Recreation Commission Meeting (4- 0 -0 -1) Commissioner Strahl commented on the Spot Light Brochure that he received. Chair Weidner stated that she would like the Clerk's Office to consider new applicants to the commission before the term of commissioners is up to alleviate a long period of time of vacated commission seats. Commissioner Perondi talked about Jim Tollefson's passing. He will truly be missed. 10. STAFF COMMENTS —None 11.
