Approval of Minutes of May 18, 2006 - table to the August meeting b. Approval of Minutes of June 22, 2006 - MSC Salcido /Ramos (6 -0 -0 -1 Searles absent) to approve the minutes of June 22, 2006. c. Approval of Village 7 Neighborhood Park Master Plan - Matt Little, Assistant Director of General Services introduced Mark Caro, Landscape Planner. Mr. Caro (Landscape Planner) discussed the proposed draft park master plan for the neighborhood park in Village 7 of Otay Ranch. Points covered by Mr. Caro include: • Park is located sought of Birch Road, west of SR -125, east of La Media Rd • The park site shares boundaries with elementary school site and Wolf Canyon Open Space • The Village Greenway Trail links the park to the future Eastern Urban Center • The park is 7.6 acres and is located on Magdalena Avenue • The park features an upper pad and lower pad • Most trees will be deciduous tree species so that the appearance of the park will change throughout the year with each season (trees will provide fall color, flower blossoms in the spring and shad during the summer months) • Emphasis on recycling using reclaimed material where ever possible • A demonstration composting area where green waste can be composted will be provided • Heritage Tree will be a focal point that will eventually grow into a large tree and become a landmark J: \Parks & Rec \Parks and Recreation Commission \Minutes & Reports \06 -07 Minutes Reports \2007 Minutes \PRC Minutes of 7- 20- 06.doc Parks and Recreation Commission July 20, 2006 VA • Lighted basketball court, 2 children's play areas (2 -5 years and 5 -12 years), paved pathway looping the entire park (with security lighting), restroom centrally located, low- maintenance and low water use plantings, 1 multipurpose field (150'x300'), provisions for a possible future skate area, 28 on -site parking spaces; two picnic shelters, individual picnic tables throughout the park, benches, and storage for park operations. • Seasons Park name was given to reflect the park's theme. Mr. Caro also explained the new types of play equipment for the tot lots which include disc swings, climbing cable net, boulders, and tree house. Commissioner Weidner stated that she is concerned about maintenance issues, and sets conditions for accidents with trees that drop leaves. Mr. Byers responded that this is not a concern for the department since it's only in the fall when the leaves drop. Discussion held on passive activities in the park, and adding a skate park element in the park. Mr. Caro explained that Heritage Park was not programmed for a skate park; however, City staff allocated a spot for a skate park, and this was done to be proactive with the community. Commissioner Weidner stated that she is concerned with recycled tires being used in the play area, and the odor they carry. She requested reassurance that fire chips are appropriate for the park and children. In addition, she voiced her concerns about the durability of the disk swing. In the past, maintenance has been an issue for regular single -seat swings, and asked if there was a maintenance budget for these types of four -seat swings. Commissioner Cien -Mayer appreciates Ms. Weidner's comments and stated that she too shares the same concern for the recycled tires. In addition, she stated that she likes the park concept. Chair Perondi asked for standards for the use of rubber tires for the play areas. Mr. Little (Assistant Director of General Services) stated that these products are extremely durable and safe. Commissioner Ramos stated that she likes the park concept, and asked of the proposed date for the skate park. In addition, asked if the pathways were wheelchair accessible. Mr. Caro responded that all pathways are accessible; they are concrete paving which included the demonstration garden. Mr. Little responded that all playgrounds have to be ADA accessible. Commissioner Rios stated that funds should not be expended on a skate park, since the 70 -acrea park is 3/4 of mile away. In addition, he does not approve of the park name, "Seasons Park ". Commissioner Salcido stated that he too does not approve of the name, "Seasons Park". Parks and Recreation Commission July 20, 2006 3 Mr. Little responded that Wolf Canyon Park name could be used for the 70 -acre park. Commissioner Salcido asked if this park is appropriate for an aquatics facility. Mr. Martin (Director of Recreation) responded that this location could not accommodate an aquatics facility because of its size. Discussion held on a new name for the park. Chair Perondi stated that he is opposed to a skate park because it is adjacent to school facilities, and could become a nuisance. In addition, he stated that it is a great idea that this is a passive park, and if a skate park is placed, then it is in conflict with a passive park ". This park is in a high- density location, and the focus should be on families, toddlers, etc. and it should reflect that. He also voiced his concern about the swing, as he feels older children would miss -use the swing. Commissioner Weidner asked if there were any maintenance issues with the demonstration garden at McKenzie Creek Park. Mr. Class (Parks Supervisor) responded that the garden takes care of itself, and currently, there are no issues. MSC (Ramos /Salcido 6 -0 -0 -1 Searles absent) approve the draft master plan and park concept for the 7.6 -acre park in Otay Ranch with the exception to the name park from Seasons to All Seasons Park. MSC (Ramos /Salcido 6 -0 -0 -1 Searles absent) to name the park "All Seasons Park" d. Election of New Chair and Vice -Chair for FY06 -07 - Move to August 17, 2006 meeting. 3. Information Items - None 4. Unfinished Business - None 5. New Business - None 6. Written Communication - None 7. Commission Comments - Commissioner Ramos requested an excuse for August Meeting, and is not interested in being Chair for the Commission. In addition, thanked Chair Perondi for serving as Chair for the Commission. Chair Perondi enjoys holding the commission meetings at different sites. Apologized to the Commission for not attending the Mountain Hawk Park Dedication. 8. Staff Comments - a. Recreation Monthly Report - Mr. Martin briefly discussed the monthly report. b. Public Works - Mr. Byers (Director of Public Works Operations) informed the Commission that the Pump crew is working on the pump at Mountain Hawk Park.
