HomeMy WebLinkAbout2007-09-26 PRC MINSCity of Chula Vista Parks and Recreation Commission Minutes Wednesday - 6:30 p.m. Public Works Center Meeting called to order by Chair Searles at 6:36 p.m. Staff Present: Buck Martin, Director of Recreation Shauna Stokes, Assistant Director of Recreation Ed Hall, Principal Recreation Manager Brian Cox, Principal Recreation Manager Larry Eliason, Parks and Open Space Manager Robert Morris, Senior Recreation Supervisor Ted Nelson, Recreation Supervisor III Rosemary Brodbeck, Recreation Supervisor II Guests: Peter Watry, Chula Vista, CA 91910 Mr. Rosenthal, Chula Vista, CA 91910 Roll Call /Motion to Excuse September 26, 2007 1800 Maxwell Road Members Present: Commissioner Rios, Commissioner Cien- Mayer, Commissioner Scott, Commissioner Searles, Commissioner Garza Members Absent: Commissioner Chambers, Commissioner Ramos MSC Cien- Mayer /Garza to excuse Commissioners Chambers and Ramos from tonight's meeting Approval of Minutes - a. June 26, 2007 - MSC Rios /Cien -Mayer Note - 5 -0 -0 -2 with Chambers and Ramos absent) to approve minutes as presented. b. Drop Hammer in Memorial Park - Mr. Larry Eliason (Parks and Open Space Manager) briefly discussed the history of the Drop Hammer and it's importance to Rohr Industries and throughout. He informed the Commission that Mr. Fred Rohr designed the first drop hammer used in the aircraft industry that formed aluminum pieces. The Drop Hammer would be placed in Memorial Park next to the Heritage Museum. Mr. Peter Watry of Chula Vista, CA gave a brief history of Fred Rohr, and how he designed the Drop Hammer. Mr. Watry stated that the Drop Hammer was donated to Chula Vista and would be placed next to Heritage Museum, and enclosed within a 6' ornamental bar with signage explaining about the Drop Hammer and its history. The County of San Diego is paying for the cost of this project and supervising the installation. Costs for vandalism are absorbed by Public Works. Chair Searles asked how the site for the Drop Hammer was chosen? Parks and Recreation Commission - September 26, 2007 Page 2 of 3 Mr. Martin (Director of Recreation) responded that the area was chosen because foot - traffic on Third Avenue would be able to view it. Chair Searles asked if the Drop Hammer would impact other activities in the park (music in the park, park users, etc.) Mr. Martin (Director of Recreation) responded that the site would not impact any activities in the park MSC Rios /Cien -Mayer (Vote 5 -0 -0 -2 with Chambers and Ramos absent) to approve the location of Drop Hammer placement in Memorial Park and present to the City Council 3. Information Items a. Introduction of New Commission members - Mr. Martin (Director of Recreation) introduced Mr. Israel Garza as one of the new commissioners, and provided a brief background on his experience with education, and athletics. Mr. Guy Chambers will be introduced at the next meeting as he was not present at this meeting. b. Rec N Roll Power Point Presentation - Ms. Rosemary Brodbeck (Recreation Supervisor II) discussed the City's Mobile Recreation Program, and the programming aspects. Mobile Recreation programming is taken into the communities that are not close to recreation centers. These programs teach creativity, emphasize fair play and sharing, as well as teach the value of teamwork and the importance of fitness. Everyone thanked Ms. Brodbeck for her presentation. c. Parks Threshold Standards - Ms. Shauna Stokes (Assistant Recreation Director) briefly discussed the Facilities Threshold Standards memorandum submitted to the Commission. d. Field Renovations and Closures for 2008 and Field Allocation Changes - Parks and Recreation provided a listing of fields that would be closed between January 1 - December 31, 2008. It was noted that Veterans Park, Sunset View North, Rohr (# 18) and Voyager Park would be closed for a more extended period in order for them to rejuvenate the fields properly to reflect a safe playing condition. Discussion of the turf - related renovation tasks was discussed. e. Otay River Valley Cleanup Efforts - Mr. Martin (Director of Recreation) shared with the Commission a briefing sheet on the various cleanup projects for the Otay Valley Regional Park that was provided by John Willett, who is Chair of the Otay Valley Regional Park Citizens' Advisory Committee. 4. Written Communications: None Commission Comments: Commissioner Cien -Mayer commented that the tot -lot at Eucalyptus Park was great and was being used. 8. Recreation Monthly Report - Mr. Martin (Director of Recreation) reviewed the monthly report that covered the months of July - September 2007. b.
