Meeting called to order by Chair Garza at 6:30 p.m.

2. a. Approval of Minutes of March 26, 2009 — MSC (Vogel /Chambers 5 -0 -1 -1
with Rios absent and Searles abstained from vote) to approve the March 26, 2009

3. a. Commission Meeting Dates for FY 2009 -2010 - - Memorandum with meeting
dates for the new fiscal year was distributed in the packet.

5. New Business — Boards and Commission Banquet is being held on June 22, 2009 from
6:00 p.m. — 9:00 p.m. Margarita noted that she would forward formal invitations as soon
as they were available.

7. Staff Comments -
a. Recreation — Mr. Cox (Principal Recreation Manager) briefly reviewed the
monthly Recreation Department Report. Mr. Cox also reported that a grant was
provided by Alliance Healthcare Foundation to the City for the Fun To Be Fit
Program. This grant would help the Department reinstate programs that were cut
because of budget cuts. The concept for this program is to identify families that
do not have health coverage for their children. He further noted that during the
registration process of the Fun To Be Fit every participant would receive a
questionnaire that would identify those that don't have health care. Staff would
then disseminate the questionnaire to the Chula Vista Coordinating Council. The
San Ysidro Health Center and the Family Health Centers of San Diego would
appraise these families for their eligibility and then forwarded on to certified
application appraisers. The grant received is for $14K ($9,500 is for recreation
programming and $1500 goes to participating agencies for their administrative
costs).
Commissioner Searles noted that the program is to identify eligible children who
are uninsured. This is a tool to capture and identify those that do not have any
health coverage at all.
Mr. Cox also talked about the Community Fun Run on June 6, 2009 at the
Olympic Training Center. A flyer was distributed to the Commission.
Commissioner Vogel asked about the type of media coverage and marketing for
this event, i.e., Facebook, etc.
Mr. Cox responded that a press conference was scheduled on May 28th at the
Olympic Training Center and that flyers are being distributed throughout by
volunteers.
Mr. Cox talked about the budget and noted that programs to the Information and
Referral of the Norman Park Center were also cut along with other programs. In
total, 20% of full -time staff has been lost due to budget cuts.
b. Mr. Hopkins (Director of Public Works) noted that 10 vacant gardener positions
were cut from his budget. In addition, San Miguel Park and All Seasons Park
would be added to the Chula Vista park system. He also noted that the City
would keep the contractor for San Miguel Park to continue maintenance of that
park. He also discussed savings on energy for all facilities and parks, and noted
the induction of new light for fields; heating for Parkway Pool would be solar
heating and high efficient boilers. With limited staffing, maintenance is a
challenge, but would continue to make fields a priority, and restroom cleaning
would only be once per day.

Commissioner Comments — Commissioner Cien -Mayer noted that the Alliance
Healthcare Foundation was a great program to assist families that need health care for
their children.
Commissioner Chambers thanked everyone for his nomination to Chair of the
Commission for the new coming fiscal year.
Commissioner Scott noted that Community Fun Run is a great program and is a great
way to raise funds for much needed programs. She also requested from staff information
on recreation programs geared towards children 6 years and under so that she can work
on a First Five Grant worth up to $75K.
Commissioner Vogel talked about the April Pool Day event he attended. He noted that
his children had a great time at the event and were pleased with the fire truck and
helicopter.
Commissioner Garza noted that because of budget constraints accommodating recreation
programming needs for the community would be that much more difficult. He noted the
demand for facilities is increasing, and availability is not there. It's important at a time
like this that everyone work together.
Commissioner Searles thanked staff for their work and dedication in providing
programming to the community during these budget constraints.
9. Public Comments - Toni Royal of the American Cancer Society — Relay for Life
attended tonight's meeting to thank staff for their assistance with the Relay for Life
event.
