July 16, 2009 Civic Center Bldg 300 Cnf Rm B 129 276 Fourth Avenue Prior to the meeting starting, Mayor Cheryl Cox thanked the commission for their work and dedication to the comnnrnity and also distributed information on the Goodrich Ice -Cream Social. Meeting called to order by Chair Chambers at 6:30 p.m. Staff Present: Buck Martin, Director of Recreation and Nature Center Matt Little, Assistant Director of Public Works 1. Roll Call/Motion to Excuse Members Present: Commissioner Rios, Commissioner Vogel, Commissioner Chambers, Commissioner Garza, Members Absent: Commissioner Scott, Commissioner Cien -Mayer MSC Garza /Vogel to excuse (4- 0 -0 -2) Mr. Martin announced that Commissioner Chris Searles resigned from the Parks and Recreation Commission and Ethics Commission in June 2009. 2. a. Approval of Minutes of May 21, 2009 — MSC (Garza /Vogel 4 -0-0 -2 Scott and Cien -Mayer absent) to approve the meeting minutes. b. Approval of Change in meeting Venue for the Parks and Recreation Commission- MSC (Rios /Vogel 4 -0 -0 -2 Scott and Cien -Mayer absent) to approve the resolution that officially changes the meeting venue of the Parks and Recreation Commission to Building 300 Conference B -1.29. 3. Information Items - None 4. Unfinished Business — None 5. New Business — None 6. Written Communications - None 7. Staff Comments - Parks and Recreation Commission Meeting — July 16, 2009 2 a. Recreation — Mr. Martin (Director of Recreation & Nature Center) reviewed the Commission report. He noted that the City received a grant of $60K, which is paid over a 3 -year period. Mr. Martin also talked about 5 -Man Soccer Group and the interest in the development of a Sports Complex in Otay Mesa b. Public Works — Nothing to report. 8. Commissioner Comments — Commissioner Vogel asked if Therapeutics was offered any other place in the South Bay including San Diego. Mr. Martin responded that it wasn't offered in the South Bay and that San Diego does offer a Therapeutics program, but not in the South Bay. Commissioner Vogel asked about the development of an Indoor Soccer facility at Otay Park or SDG &E. Mr. Martin responded that the expense is substantial for Indoor Soccer facility. Mr. Little also noted that Indoor Soccer Facilities work well on unused parking lots and made reference to an Indoor Soccer Facility located in the City of La Mesa. Commissioner Garza thanked staff for work they do for putting commission packets together and for all of the work towards the community. Mr. Little referenced the Field Report that's available on -line and asked if there were any other elements that should be placed on the page /report. Commissioner Vogel inquired about service calls placed to the police department for park usage. Mr. Martin noted that staff would follow -up with the police department and inquire about a report. 9.
