Roll Call/Motion to Excuse Members Present: Chair Vogel, Commissioner Garza, Commissioner Serrano, Commissioner Buddingh, Commissioner Scott, Commissioner Chambers Members Absent: Commissioner Cien-Mayer MSC — Garza/Chambers to excuse Commissioner Cien-Mayer from tonight's meeting (6-0-0-1) 2. Oral Communications - none 3. a. Approval of Minutes of November 18, 2010 — MSC Garza/Buddingh to approve meeting minutes of November 18, 2010 b. Approval of Minutes of September 16, 2010 — MSC Garza/Scott with Chambers abstaining to approve meeting minutes of September 16, 2010. c. Approval of Draft Parks and Recreation Master Plan Update and approval of forwarding it to the City Council for their approval - Mr. Gamble reported that the last Parks and Recreation Master Plan (PRMP) was approved in 2002 by the City Council. Mr. Gamble also explained that the purpose of the PRMP is that it serves as a blueprint for the City's park system and identifies community needs and establishes goals and policies for the delivery of parks and recreational resources. The PRMP Update incorporates General Plan Update (GPU) and Urban Core Specific Plan (UCSP) document park and recreation related policies. The PRMP also offers guidance to the community, staff, and developers when designing new parks and recreation facilities. Mr. Gamble noted that the PRMP Update was released for public review at the end of December 2010 and that two public outreach events were conducted. Mr. Gamble reviewed the five steps/methodology used to create the PRMP Update and also provided an overview of the six chapters contained in the PRMP Update. Parks and Recreation Commission Meeting — March 17, 2011 2 Commissioner Scott asked if research was conducted on Health and Wellness as it relates the PRMP Mr. Gamble responded that yes research was conducted and HEAC was consulted for Health and Wellness component of the PRMP and is identified on page 38, also, section 1.30 deals with healthy eating. Discussion held regarding community gardens in parks to promote healthy eating. Mr. Martin (Director of Recreation) reported that the Redevelopment Department has been working with the County on developing a community garden; however, the challenges of incorporating such a project is monitoring the garden, cost, and securing the area. Ms. Margarita Holguin (Director of CVCC) noted that CVESD has 14 gardens located on different CVESD campuses. Mr. Little (Assistant Director of Public Works) shared that a city policy was submitted to the city council and identifies process on starting a community garden (for organizations). Commissioner Chambers noted that he is pleased with the PRMP presented tonight and that he's pleased to see that it covers Health and Wellness with a component for healthy eating. Commissioner Buddingh asked if the PRMP has provisions for solar energy at current facilities and future facilities. Mr. Little (Assistant Director of Public Works) responded that the City is currently in the process of implementing solar energy on its facilities. Commissioner Garza suggested that language be included that identifies "useable acreage" as it relates to the Quimby Act of 3-Acres per 1K population. Mr. Gamble responded that the language is identified as "acreage available is programmable". MSC Chambers/Garza (Vote 7-0-0-1 Cien-Mayer absent) approved the Draft Parks and Recreation Master Plan Update and approval of forwarding it to the City Council for their approval 4. Information Items - a. Recreation Department Strategic Plan: Mr. Brian Cox (Principal Recreation Manager) reported that the final Strategic Plan update would be presented at the next commission meeting. Parks and Recreation Commission Meeting — March 17, 2011 3 The Strategic Plan Update is an operational guide for the Recreation Department overlaps some areas of the PRMP. 5. Unfinished Business - None 6. New Business - None 7. Written Communications - None 8. Staff Comments - a. Recreation - Mr. Martin (Director of Recreation) — Mr. Martin reported that currently recreation facilities are only open 2-days per week, and that the department is researching on adding an additional day of operation. Mr. Martin also discussed the AmeriCorps Grant and that if this grant is awarded, it would enhance current programs. Commissioner Garza suggested about adding an additional day at a center that brings in more than revenue than another center that doesn't bring in the revenue. b. Public Works — Mr. Little (Assistant Director of Public Works) reported that the playground at Eucalyptus Park is now opened as it was closed for six-months for renovations. The playground at Rohr Park is closed. Current projects on the to-do-list: speed soccer arena upgrade, miscellaneous restroom upgrades, field renovations, and also encouraged everyone to call the Public Works Hotline for graffiti because the department is working with CVPD on tracking graffiti. Graffiti is removed once per week on city property and no longer removed on private property. Currently working on developing a graffiti abatement program "Buff-A-Block" similar to the Adopt-A-Park program. 9. Commissioner Comments - Chair Vogel shared that June 4 is OVRP Day and that activities would be held at staging sites. 10.
