City of Chula Vista Parks and Recreation Commission Minutes Thursday - 6:30 p.m. May 17, 201 2 Public Services Building — 300 B1 29 276 4th Avenue Meeting called to order by Chair Jan Buddingh at 6:30 pm. Staff Present: Buck Martin, Director of Recreation 1. Roll Call/Motion to Excuse Members Present: Chair Buddingh, Commissioner Vogel, Commissioner Gerace, Commissioner Chambers Members Absent: Commissioner Garza, Commissioner Cien-Mayer MSC Chambers/Voge (4-0-0-1) to excuse Commissioner Cien-Mayer from tonight's meeting Commissioner Garza remains absent. 2. Oral Communications - None 3. a. Approval of March 15, 2012 Meeting Minutes — Table to next meeting b. Selection of Chair for Fiscal Year 2012-2013 — MSC Buddingh/Vogel that Commissioner Guy Chambers serve as Chair for the Parks and Recreation Commission for FY 201 2-201 3 c. Selection of Vice-Chair for Fiscal Year 2012-2013 — MSC Buddingh/Chambers that Commissioner Veronica Gerace serve as Vice-Chair for the Parks and Recreation Commission for FY 201 2-201 3 d. Approval of Year End Report for Fiscal Year 2011-2012 — MSC Gerace/Chambers to approve the Year-End Parks and Recreation Commission for FY 2011 -2012. 4. a. Recreation Department Budget — Mr. Martin (Director of Recreation) provided an update on the budget and shared that the department was down $1 25K in revenue and that Recreation Department staff was working diligently to not over expend. Funding was given this fiscal year for p/t hours for coverage of full-time staff while they are on vacation or out sick. Mr. Martin further reported that staff met with the Finance Department about realistic revenue expectations (ballfields, facility rentals, etc) and evaluating how facilities will be staffed because the department is not funded to open during school inter-session. The Friends of Chula Vista Parks and Recreation donated funds to the City for free-lunch program at Loma Verde Center, Otay Recreation Center and Parkway. Parks and Recreation Commission Meeting — May 17, 201 2 2 Commissioner Gerace asked if recreation facilities were available to be rented outside of programmed recreation hours Mr. Martin responded that the department was currently working on a Request for Proposal (RFP) for this type of use and that a copy would be e-mailed to the commission once it was approved by the City Attorney's office. Mr. Martin also shared that the SB YMCA was interested in utilizing Salt Creek Recreation Center. b. Boards and Commission Event: Mr. Martin reminded the Commission of the Boards and Commission event on June 6, 201 2 © 6:30 pm in City Council Chambers. 5. Unfinished Business - None 6. New Business — None 7. Written Communications — None 8. Staff Comments - Recreation (Buck Martin) — Monthly report reviewed. Mr. Martin shared that Steve Scott Recreation Supervisor III for Salt Creek Recreation Center was retiring at the end of the month; Chula Vista Community Fun Run on May 1 9, 201 2 at the OTC; the department was working on an update to the Nature Center Agreement and the Nature Center is asking for $75K towards their utilities costs/that the City pay for utilities; and attended a meeting with OTC and SD Sports Commission about Big League Dreams organization. Public Works —. Mr. Little (Assistant Director of Public Works) shared that he accepted a job with the City of Coronado as their Director of Public Works. His first day on the job is June 4, 201 2. Chair Buddingh asked status about Ted Nelson's replacement. Mr. Martin responded that a replacement was still in the process. 9. Commissioner Comments —. Chair Buddingh thanked Commissioner Kathy Cien-Mayer for her service to the Parks and Recreation Commission and noted that the Nature Center needs to find a way to be sustainable. It is a gem for Chula Vista. Mr. Martin responded that he concurred, and shared that the Nature Center's new name is Living Coast Discovery Center. 10.
