Minutes

Meeting called to order by Chair Jan Buddingh at 6:30 pm.
Staff Present: Buck Martin, Director of Recreation
Hiatt Little, Assistant Director of Public Works
Guests: Art Torres, Youth Sports Council
1. Roll Call/Motion to Excuse
Members Present: Chair Buddingh, Commissioner Vogel, Commissioner Garza,
Commissioner Chambers,
Members Absent: Commissioner Serrano, Commissioner Cien-Mavet:
MSC Vogel/Chambers (6-0-0-0) approve absences
2. Oral Communications - none
3. a. Approval of Minutes of July 21, 2011—MSC Chambers/Garza to approve
meeting minutes (Vote 4-0-0-2 with Serrano and Cien-Mayer absent)
4. a. Recreation Department Budget---
Mr. Martin (Director of Recreation) reported that the Department is on schedule
with budget forecast.
Mr. little (Assistant Director of Public Works) reported that they are analyzing their
budget, and the Construction & Repair budget is almost depleted.
b. Youth. Sports Council Presidents Committee Update: Mr. Martin (Recreation
Director) reported that City staff continues to meet with Presidents Committee. The
Presidents Committee is meeting amongst themselves to discuss and present the
proposal to the YSC members.
Chair Buddingh commented that it is important to stay on task with this issue.
Commissioner Garza commented that it is important for the Parks and Recreation
Commission also provide their recommendation about this issue, after the YSC has
had an opportunity to meet.
Mr. Martin reported that this item would be on a future Agenda for the Commission
to recommend on.
c. Youth Sports Council Membership extended to local schools: .Mr. Martin
reported that because, of the lack of resources, membership is not being extended to
Parks and Recreation Commission Meeting— September 15, 2011 2
anyone. Mr. Martin also reported that a community meeting was scheduled for
September 22, 2011 at 6:30 pm in HR Training Rm 111/112 to discuss the
availability of City-owned outdoor sports facilities. Numerous organizations on the
YS(; waiting list were invited, as well as, high schools interested in utilizing fields.
Mr. Little (Assistant Director of Public Works) commented on the concern of field
conditions after constant use.
11r. Martin informed the Commission that this issue would be discussed at the
October 6 Council Workshop.
d. Update on status of fees to be charged for sports filed use: 'dr. 1rt"l'orres
(YSC Presidents Committee) reported that the Presidents Committee would be
meeting to discuss the proposal that would be presented to the YSC members. .\
meeting had been scheduled; however, due to the blackout, it was cancelled. He
requested that the September 21, 2011 City Staff/YSC Presidents Committee be
cancelled and rescheduled to September 28.
Mr. Martin responded that staff would take care of rescheduling the meeting to
September. 281'
Discussion held on possibly holding a Parks and Recreation Commission in October;
however, it all depends on when the Spring Allocation meeting is.
Mr. Martin reported that he would inform the Commission if an October meeting
would be required or not.
Chair Budding shared that it is important to keep focused on fee issue.

8. Staff Comments -
a. Recreation (Buck Martin) — Mr. Martin reviewed the monthly report and talked
about the Kaizen Continuous Improvement program that the department went
through. The outcome was positive because the goal was to develop a way= to open
recreation facilities during critical hours between 2-6 pm 4-days per. week.
Mr. Martin also reported that he would provide additional information about the
results of the kaizen training at the next commission meeting.
Mr. Martin shared that the Police :Activities League awarded the department a S5K
grant to offer fell camp at Harborside Park. The cost is $5 per participant. Rec and
Roll Vehicle would be utilized for this camp.
b. Public Works Mr. I-,ittle reported that the summer season is ending, and that
parks are in good shape.

Commissioner Garza asked if the Field Ordinance was being distributed to organized
sports users using the parks/fields unlawfully.
N1r. Little responded that yes the ordinance was being distributed by staff that was
currently on light duty.
9. Commissioner Comments -
Commissioner Chambers inquired about the outcome of the park name for the 41' and
()range Avenue Park.
Mr. Martin responded that he has not received information on a name selection but that
staff would follow-up with Mari- Radley, Landscape Architect about the name selection.
