HomeMy WebLinkAboutReso 2013-159 RESOLUTION I�'O. 2013-1�9 RESOLUTION OF THE CITY COUI�'CIL OF THE CITl' OF CHULA VISTA ACCEPTII�'G A REPORT PREPARED BY DEVELOPMEI�TT PLANI�'II�'G AND FII�'Pu\CE GROUP RECOMI�4ENDI1�iG A PEDESTRIAN BRIDGE DEVELOPMEI�TT In4PACT FEE TO FUI�'D PEDESTRIAN BRIDGE IMPROVEMENTS �'ITHII�' THE EASTERI�' URBAN CENTER WT-IEREAS, the Ota�� Ranch Eastem lirban Center 7entati��e ?�4ap Conditions of de��elopment require the establishment of a Development [mpact Fee (DIF). or other funding mechanism to construct a pedestrian bridge that ��ill cross Eastlal:e Pazkway and H�ill connect the proposed development to Ota}� Ranch Village 11; and WHEREAS: the Development Plannine R Finance Group prepared the report titled "Cirv of Chula Vista Pedestriun Bridge Dei�elopmenr Impact Fee Report for Eas�ern Urban Center (EUC)" (the "Report '), dated June 17, 2013; and R'HEREAS, said Report pro��ides the criteria and methodoloe�� follo�aed in determining the Eastern Urban Center Pedestrian Bridge De��elopment Impact Fee (EUC PBDIF); and R'T-IEREAS, said Report incorporates the "h4illenru-Eastlake Par/nt�ay Pedestrran Orercrossing Tvpe Selection Report. " dated May 6, 20li, prepared by Simon R'ong Engineering, providine a preliminan�desien and cost estimate of the proposed bridge; and VJHEREAS; staff has reviewed the report and recommends City Council approval; and WHEREAS, the Development Services Direcror has revie��-ed the proposed acti��ity for compliance with the California En��ironmental Qualin� Act (CEQA) and has determined that the acti��in� is not a "Projecr' as defined under Section 1�378 of the State CEQA Guidelines; therefore, pursuant to Section 1�060(c)(3) of the State CEQA Guidelines the activitv is not subject to CEQA. Notti�ithstanding the foreeoing, the De��elopment Services Director has funher determined that, pursuant to CEQA Guidelines Section's ]�060(c)(2) and 1�061(b)(3), there is also no possibility that the activit�� ma�� have a sianificant effect on the em�ironment; therefore, the activity is not subject to CEQA; and R'I-IEREAS. althouah environmental revie��� is not necessar�� at this time, environmental revie�i� ��-ill be required prior to the appro��al of final desien plans and the awarding of construction contracts for facilities funded throueh EUC PBDIF.� NOV�', THEREFORE, BE IT RESOLVED that the Cin� Council of the City of Chula Vista does hereby accept the repon prepared by Development Planning & Financing Group titled "Crty of Chula Visia Pedestrian Bridge Development Impuct Fee Report for Eastern Ur6an Cenrer (EUC). " dated June 17, 20li, recommending a Pedestrian Bridee De��elopment Impact Fee to fund Pedestrian Bridee lmprovements ��ithin the Otav Ranch Eastem Urban Center.
