HomeMy WebLinkAboutReso 2013-161 (2) RESOLUTION NO. 2013-161 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA (1) ACCEPTING THE PROGRESS REPORT ON CLIMATE ACTION PLAN IMPLEMENTATION AND (2) APPROVING A NO-COST CONTRACT WITH YGRENE ENERGY FUND TO DESIGN AND ADMINISTER A LOCAL PROPERTY ASSESSED CLEAN ENERGY (PACE) PROGRAM WHEREAS, Chula Vista has been a nationally-recognized leader in implementing a Climate Action Plan to address the threat of climate change to the local community; and WHEREAS. the Climate Action Plan includes 18 measures that address climate change concerns, while providing numerous community co-benefits such as utility savings, better air quality, reduced traffic congestion, local economic development, and improved quality of life; and WHEREAS. the May 2013, implementation report for the Climate Action Plan outlines the progress for the current 18 measures and identifies five components (out of 57) that remain on-hold due to funding shortages; and WHEREAS, to further facilitate implementation of energy and water-related Climate Action Plan components, the City released a Request for Proposals (RFP) in February 2013 for a full service. Chula Vista-specific "Property Assessed Clean Energy" (PACE) program; and WHEREAS. PACE programs allow property-owners to voluntarily finance energy and water-saving improvements through a tax assessment on their property; and WHEREAS. PACE programs; which are typically administered by third-parties, have successfully facilitated building energy and water upgrades in other jurisdictions and created local economic development benefits; and WHEREAS, after a formal proposal review and interview process, staff is recommending that City Council approve a no-cost contract with Ygrene Energy Fund to administer a Chula Vista-specific PACE program for both residential and commercial property-owners; and WHEREAS. Ygrene was selected based on its beneficial use of the Mello-Roos Act (as amended under SB555) as the PACE enabling legislation, its leveraging of Chula Vista community partnerships (including creating a local "Energy Center" storefront), and its quality controls on contractor performance and project energy savings. WHEREAS, City staff will work with Ygrene to solicit additional input from community members about program design and implementation over the next month; and WHEREAS, based on this public feedback, a formal program plan will be drafted and presented to City Council for formal review and consideration. Resolution No. 2013-161 Page No. 2 NOW, THEREFORE. the City Council of the City of Chula Vista does hereby resolve that it: 1. Accept the May 2013 progress report on Climate Action Plan implementation; and 2. Approve a no-cost contract with Ygrene Energy Fund to design and administer a Chula Vista-specific Property Assessed Clean Energy program in substantially the for presented, with such minor modifications as may be approved or required by the City Attorney, a copy of which shall be kept on file with the City Clerk.
