The Sweetwater School District board is destroying this school
system with their lack of concern for the health, safety and well-being of
the students and teachers. The uncoordinated transfer and bumbling
development ofthe ill-planned Stephen Hawking Elementary School to
Second Ave. between Palomar and Orange Ave to replace our successful
R.O.P. program center has taken little account ofthe general welfare of
the students.
The automobiles and trucks on the street create total safety, traffic
congestion planning failure. Space does not exist for the number of
parents pushing baby carriages, walking small children, leaving children
in vehicles with their engine on while running to deliver other children.
Loading, parking and double parking is strangling the neighborhood
with unfortunate environmental impacts. This is the most congested
school, residential and business area of the city with the most hazardous
intersections.
All we get from this board is confused, vague, or irrelevant
responses to our concerns. The board did not even bother to study the
traffic problems likely to be created because it wouldn't have made any
difference what the study showed to self-serving interest.
The Sweetwater high school board is not focused on their primary
educational mission for high school students. The Sweetwater Union
High School district Board is ruining our school system due to poor
administrative planning and lack of consideration of meaningful public
participation by most of the governing board. They need to stay out of
the business of privatizing elementary education. It makes no
educational or economic sense.
I am coming to you today to request that you deal with this great
increase in traffic congestion, threats to human safety, and prevent an
unfortunate accident before it happens in our neighborhood.

Re: Parking AbuselLimitation Student Drop Off I Pick Up
Dear Ms. Diaz,
We manage the Palomar Palace Homeowners Association which is located immediately to the North
of the Stephen Hawking Charter School. A site plan is attached for reference purposes.
Parents who drop off children are abusing the parking within Palomar Palace's cui de sacs 1335-1345
Second Ave. and 1323-1333 Second Ave. These cui de sacs are private limited to use for only
Palomar Palace residents.
Parents dropping off children routinely pull into the private cui de sac, often times leaving their
vehicles running unattended.
Vehicle violations are subject to towing without further notice at the vehicle owners expense. This
abuse has become bothersome to Palomar Palace residents compromising safety. Consequently the
school needs to immediately address this issue with parents to prevent an injury to someone and/or
damage to property.
The heavy traffic generated by the school on Second Avenue also needs to be addressed. A potential
accident is just waiting to happen. The poorly marked curb area and inadequate signage noticeable
compromises parking on Second Avenue for Palomar Palace and other adjoining properties.
Resolution
I. Re-evaluate parking criteria on Second Ave. (signage and curbs designations)
2. Instruct parents not to use Palomar Palace private cui de sacs for drop off/pick up of students
3. Inform parents how to safely drop off and pick up children
