The proposed traffic signal modification project allows for protected lefr turn movements (i.e., left arrow only) on all approaches and upgrades vehicle and pedestrian signal indications and detections at the intersection. The proposed resolution; if approved; would accept bids; awazd the contract for this project to the low bidder T&M Electric, Inc. dba Pem~ Electric in the amount of 5176;24; waive Cit}~ Council Policy X74-01; and authorize the expenditure of all available contingency funds in an amount not to exceed 535,246. E\~'IRONMENTAL REVIEW The Development Services Director has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 (b) categorical exemption pursuant to Section 1 X301 (Existine Facilities) of the State CEQA Guidelines because the proposed traffic signal modification v~ork and ancillan~ construction imrolves negligible or no expansion of an existing use. DISCUSSION The Traffic Engineering Section conducts studies each year to determine when and where traffic signal improvements are needed. The need for lefr-turn phasing is based on a set of warrants provided in the Manual of Uniform Traffic Control Devices (MUTCD). These warrants take into account 1) accidents correctable by left-turn phasing, 2) vehicle delay of vehicles waiting to turn left and 3) the product of volumes of left-turn vehicles conflicting with through movements during the peak hour. Each year we study a number of intersections that currently do not have protected lefr-turn phasing. When these studies are completed, ~n~e prioritize locations based on the results of the studies and present the City Council with a list of locations that we recommend for installation. In FY10/11, we conducted a study at the intersection of Fourth Avenue and F Street and it met the criteria for installing protected (green arrow indication) left-turn phase signals. The existing traffic signal allows for a portion of the signal phase to make protected (green arrow) lefr turns followed by permitted "}Melding" (solid green indication) left turns. This type of traffic signal head is called "protected-permissive lefr -turn phase" (PPLTP). The proposed traffic signal modification project, TF375 will modify the traffic signal in order to eliminate permissive left turn option and retain the protected left-turn indication. Thus; left turns will not be allowed anymore while the pedestrian phase is active. Due to the number of pedestrians in the downtown area caused by the proximit}~ of the Civic Center Complex and the type of collisions that can be reduced and/or eliminated, staff recommended that the existing traffic signal be modified. Based on the above; the TF375 traffic signal modification project at the intersection of "F" Street and Fourth Avenue was approved for funding in the FY 2011/2012 Capital Improvement Program budget. The TF375 project will modify and upgrade the existing traffic signal system at the intersection. Modification work includes providing protected left-turn only phase movements targeted at reducing the frequency of collisions resulting from conflicts associated with unprotected lefr-turn maneuvers and opposing through vehicles and/or pedestrians and bicyclists. The project will also upgrade vehicle and pedestrian signal indications and detections at the intersection, as well as upgrade pedestrian ramps in accordance with Americans with Disabilities Act (ADA) standards. 10-2 8/13/13, Item /~ Page 3 of 4 On Julv 10. 20li. the Director of Public \Vorks received five (6) bids as follows: NO. T&A4 Electric, Inc. dba Perry Electric has installed similaz street improvement projects in the Cit}• with yen' satisfactory performance. Staff reviewed the low bid and determined that the bid package is complete; with no errors or omissions. Therefore; staff recommends awarding the contract to T&M Electric; Incorporated of Santee, in the amount of 5176;264. T&M Electric, Inc. dba Perry Electric is a licensed Electrical (Class C10) Convector under the License No. 747931. Their license status is current and active per the Department of Consumer Affairs Contractor State License Boazd. The proposed resolution would also authorize the Director of Public R'orks to approve change orders over and above existing policy limits. Under Cih~ Council Policy No. 674-01; if an individual change order causes the cumulative increase in change orders to exceed the Director's authority ("Maximum Aggregate Increase in chanee Orders°); then City Council approval is required. The corresponding maximum aggregate contract increase that may be approved by the Director of Public R'orks under Policy No. 674-01 is 522,338. Approval of the resolution would increase the Director of Public ~4'orks' authorit}• to approve change orders; as necessary; up to the contingency amount of 536;246; an increase of 512;908 over Policy No. 674-01. Unforeseen conditions include such items as utility conflicts; hazazdous materials, unexpected underground conflicts; etc. If the contingency funds aze not used, then they will be returned to the project fund balance. Disclosure Statement Attachment 1 is a copy of the Contractor`s Disclosure Statement. R'aee Statement This project is funded solely with Traffic Signal Fee (TSF) funds, a locally-generated development impact fee. The Contractor that is an•azded the contract and its subcontractors aze not required to pay prevailing wage to persons employed by them for work under this Contract in accordance with Section 2.8.070 of the Chula Vista Municipal Code reeulatine payment of prevailing wages for Contracts let by the City. 10-3 8/13/13, Item /0 Pave 4 of 4 DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Staff is not independently aware, nor has staff been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter. CURRENT PEAR FISCAL IMPACT Funding for this TF37~ project will be all Traffic Signal funds appropriated in fiscal year 2011/12. A breakdown of the project costs is as follows: FUNDS REQUIRED FOR CONSTRUCTION A. Contract Amount $ 176.254 B. Contingencies (approximately 20%) $ 3,246 C. Construction Eneineering $ 28,000 TOTAL FUNDS REQUIRED FOR CONSTRUCTION $ 239,500 Sufficient funds are available in CIP Project No. TF375. There is no direct fiscal impact to the General Fund as project and staff costs are covered by from the Traffic Signal funds. ONGOING FISCAL IMPACT: Upon completion of the project. annual operating and maintenance cost is estimated to be lower than programmed.
