The Palomar Gateway District Specific Plan:
•Required by General Plan to revitalize the area
•Prepared through extensive community outreach
•Bears the mark of this extensive public participation
•Promotes a pedestrian, bicycle, public transit, and automobile-
supportive environment; and
•Integrates mobility elements with complementary mix of land uses
•Consistent with GP and represents an effective tool for the
implementation of GP’s vision and objectives
Recommendation

That the City Council:
• Approve the resolution certifying the Final
Environmental Impact Report for the Palomar
Gateway Specific Plan; making certain findings
of fact; adopting a Statement of Overriding
Considerations; and adopting a Mitigation
Monitoring and Reporting Program pursuant to
CEQA; and
• Approve the Ordinance adopting the Palomar
Gateway Specific Plan and related rezoning
actions
