Design of all public and private projects is evaluated
based on the Citys Deslgn Manua$ guidelines

due to a variety of factors

April 21, 2010 Southwest Working Group notes:
MAIN STREET
Working group suggested
• Making a pullout area for buses to stop on third neat the proposed BR[ area in
order to avoid traffic fiom coming to a halt whenever bus makes a stop
• Making the bike lanes in the Otay Valley Regional Pmk (OVRP) south of Main
Street wider so that riders could use this instead of highly trafficked street
• lhat 6 years worth of traffic collisions was not relative, and we shouldn't institute
"traffic calming" measmes just for this reason
• Median is not needed and would be in the way
• Adequate pmking for employees or businesses on that currently utilize Main St
Working group asked .....
• How wide Main Street is currently
Staff replied that the width varied but that at it's widest the street was appx 104 ft
• Will the street itself be fixed ot just the sides
Staff responded that the street itself had been fully rebuilt in the last 10 yeats, and so
it was primarily the sides (sidewalk areas) that would be rebuilt, though some of the
&ainage issues on Main St might necessitate laying pipe or other repairs that might
require a street re-build in limited sections
• How business owners on Main will be notified of meetings
• Whether there would be translation equipment available
PALOMAR
Working group asked
• Why doest the Palomat Gateway District "change area" encompass such a limited
area? Many of the problems in that area ate created by the "bigger picture"
Working group suggested ....
• lhe City obtain ownership on corner lot of Ada and Industrial (Imge opportunity)
• Widening the street off ofPalomat fbr cars coming off the I-5
• Brick promenade, a method of taking in solar and wind energy, building
something to appreciate view
• Sidewalks on Palomat and Orange
• Another exit fiom fi'eeway after Palomar (or widening it)

• About the specifics of' 19 58 205 with the language of "intemally" and possibly
"externally"
• Ihat terminology and language be reviewed with them during meeting so they
understand and know what they are looking at, very technical at times
Working group commented
• Diamond Jims brings problems, even to streets away from it
• Irade Joes shopping cente in Eastlake is ovetlandscaped, several circulation
problems, create confusion, do not iemeate this
• They would like City Council's presence, like talking to people who make final
decisions

Palomai Gateway Distlict tool box includes the preparation of a Specific Plan for the
district
Specific Plan is intended to have mole detail iegulations and guidelines to ploperly guide
the development and implovement of'the alea
We continue to wolk on our Work Proglam and I can Iepott on a couple activities we are
CUliently working on
Existin Conditions Analysis
CulIently city staff is putting together and analyzing infolmation related to the atea's
existing condition
This information is an impoltant element of the Specific Plan document
It is the basis foI the objectives and policies of the Specific Plan intended to guide the
implovement of the alea
In the next meeting we will bring you infolmation on this topic foi youi consideration
Requests foi Proposals
Specific Plans require the piepalation of an Envilonmental Impact Repolt accolding to
and in compliance with CEQA
Prepmation of this document is nolmally done by a specialized consultant that the city
hires
]-his wolk will be paid foi with funds fiom the SANDAG Grant the city applied for and
won
We me currently preparing what is called a Request for' Proposals oI RI:P for short
This is a document that is plepared and sent out publicly to films that participate in a
competitive bid

In this case it has to be a mobility Assessment and not only a tlaffic study because it must
look at and considei all types of mobility

• Why me we allowing/introducing Conditional Use Permits for bass?
• Why do we have high density next to apts and school? Nothing makes sense in
that area Area is haphazatd, patking goes stleets away from where it should be
• A comptehensive view fbi the whole area is needed
BAR topic inquiries, suggestions, complaints ....
• Is theie a limit as to how many "permitted uses by sight" can come into an area?
• Problem statts with testamants that turn into bats/nightclubs If the City could put
limitatiordtestiictions on that (don't allow switching)
• Noise levels keep you up all night/violence-knives found on lawns, urinating in
public
• Police avoid the atea because they don't want to drive by and they say the
problem is ptimatily a patking issue
• Cant we separate them as peimitted uses?
• TtafIic, stereos, partying in the middle of the street, bad groups they're bringing
• Put time constraints on them, a liquor store has to close early
• Can I complain if people me selling fbod out of a track?
• Cigatettes drive people to smoke outside---they should make space on their own
property
• Double doors, keep it cool, noise comes out (this has to do with their design)
• Earl quoted 19 68 "Noise testtictions"o they need to keep their doors closed
for noise?
• It is the citizen's responsibility to prove noise problems? Can City do it?
• Can't have live bands---updating City ordinances would help to know ira guy
singing into a microphone is c0nsideted a "live band"/Be more specific

• Bras and nightclubs should always have CUP, never allowed "by sight"
• Concentiation should be limited, iust b/c they meet regulations doesn't mean 20

for us
