"Ihis letter seives as a follow up to my recent phone conversation with you iegaiding your
participation in the Southwest Working Group proposed to be formed to oveisee planning eft'oi'ts
fur the Southwest axea of Chula Vista I would like to express my appzeciation for your
pmticipation in pievious events and hope that you will accept to paiticipate as a member of the
working group to continue to contribute to this important process
As you are aware, the 2005 General Plan calls for the preparation oI specific plans m other
implementing plans for the five designated areas of change in the Southwest Ihese areas are more
specifically known as the Palomm Gateway District, West laaiIfield District, Main Street District,
South Yhitd Avenue Distxict, and South Broadway District During this past summer, city stait
began this process by conducting tlu'ee U ban Design Workshops fox these Districts Ihe purpose ofo
the wmksbops was to gather early public input related to the specific planning process and issues
related to future land uses, transportation, and mban design for each of the Districts Summary
Booklets of the woikshops have Iecently been completed and provided to the wolkshop pa*ticipants
with additional copies available from the City's website Input received at the design workshops
will help shape planning efforts fbr the Districts Also during the summer, the City was awasded a
'ant fi'om the San Diego Association of Governments foI the preparation of a Specific Plan for the
Palomar Gateway District Funding is expected by December 2009
l:ormation of the SW Working Group is a critical lust step in the specific planning process Ihe
group will seive in an advismy capacity to city staff on matters related to the prepmation ot the
Specific Plan fm the Palomas Gateway District as well as implementing plans m programs for the
othez districts We expect that the SW Working Group will meet at least once a month with the first
meeting to take place in December 2009
I am very excited about the Southwest Specific PIanning plocess and I hope that you will join us in
this effmt I believe the plans, programs and activities that will result fiom this process will gTeatIy
improve and benefit the southwest community I would appreciate it if you would contact Mignel

Meeting Notes from the SWWG on 12/17/2009:
At the end of the day, will our suggestions count? (Staff responded - yes[
and that goal is to build consensus on work products and then bring forward
to decision makers,)
Participant commented that it seems like there is a preordained outcome and
it doesn't matter what the Group comes up with Staff are paid professionals;
but the Group is made up of volunteers who are giving up a large portion of
their time (up to 2 years),
Participants requested that Councilmembers should make time to be at the
meetings. At least one Councilmember per meeting should attend since it's
only once a month, At least to nod their heads or disagree, so we can know
what they are thinking That way our suggestions don't fall on deaf ears
They are representing us, they should be here and made accountable, Or
else accountability is only important on election years,
CM Ramirez was here tonight but will other council members be present?
Participant stated would like Councilwoman Bensoussan to be present
What will be role of our group when in gets to the CVRC? Their group is
made up of nonresidents To what extent will they influence ideas? What is
their agenda?
What is the difference between specific and precise planning? (Staff
provided an explanation).
For the overpass on Main Street and I-5, will there be a bike path?
Is City still cracking down on nonconforming businesses? (regarding
comment on allowing businesses to remain on Main Street) If the City upsets
some older business owners who are set in their ways, they will retire and
that business won't be replaced, especially along Main Street,, Otay Farms is
the best supermarket in town, except it lacks parking,
What is the plan for Main Street?
The General Plan states that the area where Otay Farms is should be
Industrial, but commercial is ok,,
In the General Plan are there improvements for traffic patterns on Main
Street and I-5?
Going northbound on the freeway and Palomar there is a lot of traffic
(SANDAG should be informed),
Group would like information regarding the existing residential area
Group would like information regarding existing capital projects for the area
Group would like to see plans for all districts, not just Palomar
Each of the areas while planned differently should be connected somehow
Each area should blend and work together, We need to look at the big
picture and not have it all just be piecemeal,
Staff asked Group whether they wanted to select Chair and co-chair,, Group
indicated that they like the format of tonight's meeting
Group asked that meetings include time for discussion
There was consensus for meeting starting time at 5:30,
Will be scheduled during the 3rd week of the month Either Wednesdays or
Thursdays - may depend on venue availability?
Staff will confirm availability of either South Library or Loma Verde
Recreation Center,

Comments/Notes from the SWWG on 1/20/2010
• Member asked ifstaffwould like input on where exactly Main Street needs
sidewalks. (Staff responded yes -- will be included in existing conditions
assessment)
• Member suggested that staff look at Redlands California as a good
example of a community that functions well,
• When was SANDAG grant awarded and how it will be spent? Is full
amount of the grant for planning? (Staff noted that the Palomar Gateway
SP Scope of Work is included in the PowerPoint presentation - and will
post on website),,
• Member asked what the policy is when building more and how it relates to
available/adequate parking, Pointed out that Main Street and Palomar
currently have parking problems Questioned why Council is allowing for
more building projects. Bottom line is everything needs to be functional
• Will Specific Plan lock in land uses? Questioned what the drawbacks
could be?
• Member asked if the codes (from presentation) are found under the Health
and Human Safety and if it is state law, (Staff responded it is part of the
State "Government Code" not Health and Safety Code)
• Member commented that if State Law requires SP to be consistent with
GP; can Specific Plan effort refine the mix of land uses (staff indicated
yes) Staff restated that any changes to GP land use designations would
require an amendment to the General Plan (which is a separate process),,
• Would like to see SEGWAY and bike areas in the plans,
• Concerns raised regarding apartment complexes all along Third and
Oxford with lots of elderly people that live there and walk to Costco.
Commented that planning on Broadway is not functional and dangerous
Questioned why all the big box stores are in one area (Costco, WaI-Mart,
and Target) and that if more building occurs; there will be even less
parking,, Driving in that are is dangerous so need to look at making it safer,
More density would make it worse if pedestrian safety is not improved,,
• Requested to see examples of where high-density mixed-use buildings
have been successful within the City,
• Need to make area livable Commercial areas are necessary but they
shouldn't look so sterile,,
• Does zoning currently allow 32 dwelling units/acre (du/ac)? Commented
that Palomar between 3rd and 4th, Oxford, Naples, Melrose are already
impacted,
• Need to look at improving standards,
• Member shared that she met with a developer regarding a mixed-use
building, and he believed not all the commercial properties would be
rented out He included them in order to be given the go-ahead from the
city to build,, (Referring to mixed use buildings that are now vacant),

• Money should be used to fix infiastmctme deficit in Southwest, not for

-Improve pedestrian safety along places neat trolley
Keep small business focus -Only big business can afford it, citizens don't
necessalily want places like downtown
