RESOLUTION' OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROPRIATING 52.12L600 OF FINANCING
TO THE ENERGY CONSERVATION FUND FOR THE
MUNICIPAL SOLAR PHOTOVOLTAIC -PHASE 11 PROJECT
(GG206) AMENDING THE FI'20L3-14 CAPITAL
IMPROVEMENT PROGRAM BUDGET. APPROPRIATING .4ND
AMENDING THE GENERAL FUND BUDGET TO REFLECT
THE REDUCTION IN ENERGY COSTS AND TRANSFER OF
THESE SAVINGS TO THE ENERGY CONSERVATION LOAN
FUND. AND APPROPRIATING FUNDS TO THE ENERGY
CONSERVATION LOAN FUND FOR DEBT SERVICE COSTS
\\%HEREAS. renewable energy-, such as Solar Photovoltaic (PV) systems. is an integral
component of the City`s climate action and energy management initiatives; and
\VHEREAS, Chula Vista has installed approximately 600 k\\' of rene~yable energy at 13
facilities. which is contributing to reaching the City's goal of at least 20% renewable energy
capacity per the Chula Vrsta b~unrcipul Building Energy Effrciency Policy (Resolution #2006-
048); and
\\%HEREAS. Solar PV arrays. which have aState-mandated minimum 26-year ~yarranty.
reduce the City's long-term energy costs by offsetting utility-supplied electricity; and
WHEREAS. staff has been working with Sullivan Solar Power to design Solar PV
systems for three municipal sites as part of the "Aunicipal Solar Photovoltaic-Phase II" project
(GG206): and
WHEREAS. the proposed systems totaling 668 k\\7 DC would generate almost 860.000
k\\%h even year (equivalent to the annual energy use of over 140 homes); and
\\%HEREAS. staff has been working with Banc of America to finance the project through
a 52,121,600 Tax-Exempt Facility Lease Agreement, which would cover all project construction
costs as well as associated financing closing costs: and
\\'HEREAS, the financing would be fully repaid over the agreement's 17.6-year term
through the project's resulting energy cost savings and California Solar Initiative incentives; and
\\'HEREAS. over the 26-veaz minimum life of the new Solar PV systems. cumulative
cost benefits to the Cit_v are estimated at over 51.4 million (assuming a 3% annual utility
escalator).

NOW; THEREPOI2E; the City Council of the City of Chula Vista does hereby resolve
that it:
1. Appropriates $2;12 L~00 of financing to the Energy Conservation Fund's Capital
Impreovement Project expenditure category for the Municipal Solaz Photovoltaic-
Phase 11 project (GG206): and
2. Appropriates $50,930 to the General Pund's Transfers-Out category and reduces
the Utilities budset for the Public Forks Department by $44,40 and the
Recreation Department by $6;480: and
3. Appropriates $116;]]5 to the Other Expenses category of the Energy
Conservation Loans Fwid for debt service costs to be offset by a Transfer-In from
the General Fund ($50,930) and CSI Incentive revenues of $65;185.
