The Chula Vista Public Library has received an unexpected oifr of S1;~00 from Clatiton and
Ashle~~ Richard; which the library will use to acquire additional books and materials. Mr.
Clatiton Richard is a Pitcher with the San Diego Padres.

The Director of Developmental Services has reviewed the proposed activity, accepting a
monetary donation from ClavTOn and Ashley Richazd. with the California Environmental
Quality Act (CEQA) and has determined that the activity is not a "Project' as defined
under Section 1 ~3 i8 of the State CEQA Guidelines because the activity is appropriating
funds for purchase of books and materials onl}~, therefore, pursuant to Section 1 X060 (c)
(3) of the State CEQA Guidelines the activity is not subject to CEQA.

DISCUSSION
On June 11; 2013 Padres Pitcher Cla}4on Richard visited the Chula Vista Public Library as
part of the Padres/Ashford University Reading Comer grant effort. Cla}'ton Richard spent
time reading to local children and meeting the staff and was accompanied by his wife
Ashley and their young son. At that time the Padres and Ashford University announced a
monetary donation to the library for reading materials. Following this, Clayton and Ashley
Richard made a personal donation of $1;00 to the library, which will be used to acquire
additional books and materials.
DECISION 1\7_AKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently, the 500-foot rule found in the California Code of
Regulations section 18704.2~(a)(l) is not applicable to this decision. Staff is not
independently aware, nor has staff been informed by any City Councilmember; of any
other fact that may constitute a basis for a decision maker conflict of interest in this
matter.
CURRENT YEAR FISCAL II\IPACT
Approval of this resolution will result in a one-time appropriation of S 1,500 to the
Library Department books and publications budget. Clayton and Ashley Richard are the
source of funding; therefore there is no fiscal impact to the city.

There is no ongoing fiscal impact for accepting this donation.
