The purpose of the awazd is to fund the "Paths to Civic Engagement' project which will fund citizenship classes; the acquisition of librar}~ materials; and a community engagement event to develop civic engagement in Chula Vista residents. E\~'IRONAIENTAL REVIEW The Director of Developmental Services has reviewed the proposed activity, Accepting Grant Revenue for support of Citizenship Classes, Libran~ Materials; and Community Engagement Programming at the Chula Vista Public Library, for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project' as defined under Section 1373 of the State CEQA Guidelines because the activity is accepting funds for educational reimbursement only; therefore, pursuant to Section 15060 (c) (3) of the State CEQA Guidelines the activities aze not subject to CEQA. ITE?`~ 3 Page 2 of 2 DISCUSSION The purpose of the grant from the Chula Vista Charitable Foundation is to develop civic engagement in Chula Vista residents. Chula Vista Public Library applied for the grant to support a program proposal entitled "Paths to Civic Engagement". The Chula Vista Library with its accessible facilities, trusted and respectful staff, and dedication to public service is well placed within the community to promote civic engagement and support for new and existing citizens. The program comprises three parts. Creating Citizens will provide a series of free and easily accessible classes to prepare non-citizens for the citizenship test biforming Citizetu will expand and publicize the librazy's collection of . materials related to current events; civic and social issues, in multiple formats; in English and Spanish for adults; teens and children. Lastly; Engaging Citizens will welcome teens; adults, and seniors to a dynamic event featuring local news people and leaders; - stimulating engagement and discussion as they share knowledge on how to stay informed and engaged. The library anticipates l20 people will prepare for and take the citizenship test; new and timely materials will be used upwards of 2000 times, and at least 120 individuals will attend the conununity engagement event. DECISION DIAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in the California Code of Regulations section 18704.2 (a)(1) is not applicable to this decision. Staff is not independently aware; not has staff been informed by any City Councilmember, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in a one-time appropriation of 514,737 to the fiscal year 2013-2014 Other Grants Fund (52,237 to Personnel Services and 512;500 to Supplies and Services.) ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds.
