ZAV-72-1 RESOLUTION OF THE CITY ZONING ADMINISTRATOR GRANTING A ZOfJE VARIANCE WHEREAS, the closing of the "E" Street off ramp from Interstate 5 during reconstruction caused the need for a sign to direct motorists to "E" Street businesses, and WHEREAS, the City Council referred the request for a sign to be placed on private property at Woodlawn and "E" Street to the Planning Department for consideration, and WHEREAS, the City Zoning Administrator duly scheduled the same for hearing and the same came on regularly for hearing and the hearing was closed, and evidence having been presented to the Zoning Administrator concerning the granting or denying of a variance to permit an offsite sign. NOW THEREFORE, the City Zoning Administrator of the City of Chula Vista does hereby find as follows: a. That a hardship peculiar to the property .and not created by any act of the owner exists. Subject hardship does not actually involve the site of the sign, but instead involves properties one block northerly along "E'° Street. An off- site sign (not ordinarily permitted under the Zoning Ordinance) is needed to temporarily direct the motoring public to tourist facilities along "E" Street. The "E" Street bridge is temporarily closed for freeway construction. b. That this variance is necessary for the preservation and enjoyment of substantial property rights possessed by other properties in the same zone and in the vicinity of the subject property. The variance is needed to eliminate confusion for the motorist and because signs of businesses on "E" Street cannot be seen from "F°' Street. Businesses further east on "F" Street enjoy adequate signing. c. That the authorizing of this variance will not be of substantial detriment to adjacent property and will not materially impair the purposes of the Ordinance or the public interest. The sign is for a temporary duration and is not easily visible from nearby residential use. Owners of adjacent industrial use have consented to a temporary sign. d. That the granting of a variance will not be contrary to the objectives of the General Plan. The temporary placement of this sign will have no effect on the General Plan. NOW THEREFORE, BE IT RESOLVED BY THE CITY ZONING ADMINISTRATOR OF THE CITY OF CHULA VISTA, CALIFORNIA that a variance from the requirements of Zoning Ordinance is granted to permit the erection of a sign, 200 sq. ft. in area, approximately 13 feet in height from ground level, on the eastern property line of the Prudential Overall Supply, 740 F Street; and that said sign shall be permitted to remain until the interchange at "E" Street is open to eastbound traffic from the freeway. This variance shall become ineffective and void if the same is not utilized within one year from the date of this resolution in accordance with Section 33.1310 of the Zoning Ordinance.
