RESOLUTION OF .THE CITY PLANNING COMMISSION RECOMMENDING TO
CITY COUNCIL THE ADOPTION OF THE ATTACHMENT OF THE "D" DESIGN
CONTROL MODIFYING DISTRICT TO THE CIllIC CENTER AREA WITH
BUIDELINES FOR DEVELOPMENT
WHEREAS, with the plans for the development of the Civic Center Master
Plan in the immediate future, the Commission felt it would be desirable to establish
architectural control over the area surrounding the Civic Center in order to provide
controls which would result in harmonious architectural and spacial relationships
with the design of the Civic Center, and
WHEREAS, this concept whall be applicable to both the fully developed and
undeveloped properties, but shall serve as guidelines only in the development or
redevelopment of properties which would influence the total complex, and
WHEREAS, these guidelines shall be in addition to the regulations established
in the underlying zone, and
WHEREAS, the Planning Commission set the time and place for a hearing on
said application, and notice of said hearing, together with its purpose, was given
by the publication in a newspaper of general circulation in the C ity at least
10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7 p.m., Monday,
August 18, 1969, Council Chamber, Civic Center, 276 Guava Avenue, before the Planning
Commission, and said hearing was thereafter closed.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Commission, the Commission finds that public
necessity, convenience, general welfare and good zoning practice require the attach-
ment of the "D" Design Control Modifying District to the Civic Center area and the
adoption of a resolution incorporating the following guidelines for development in
this area (plat attached).
2. The guidelines for development are as follows:
a. New construction or-substantial remodeling immediately adjacent to
or fronting the Civic Center buildings shall, to the extent feasible,
duplicate the Spanish Mission architecture of the existing and proposed
Civic Center buildings.
b. Landscaping shall be generous and shall consist of plant materials
consistent with the Mediterranean Area planting associated with the
Spanish Mission development, including the use of Quocas Palms.
c. Those other properties within the District, but not immediately
adjacent to the Civic Center site need not duplicate the Spanish
Mission architecture, but shall utilize duplicate materials in a
manner which would be harmonious and compatible with the design
established by the adopted Civic Center Master Plan prepared by the
firm of Knight and Gladieux.
d. Depending upon the type of building involved or location of the
site, if the use of the foregoing standards is determined by the
Planning Commission to be impractical, alternate forms of architecture
and materials will be considered.
3. The Planning Commission recommends to the City Council that said
reclassification be granted.
4. That this resolution be transmitted to the City Council.
PASSED and APPROVED by the CITY PLANNING COMMISSION of CHULA VISTA, CALIFORNIA,
this 18th day of August, 1969, by the following vote, to-wit:
AYES: Members Adams, Putnam, Macevicz, Stewart, Chandler, and Rice
NOES: None
ABSENT: Chairman Hyde
