RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING
TU THE CITY COUNCIL THE APiENDP4EPVT TO ZONING ORDINANCE FOR
MODIFICATIONS TO LOT-SIZE PROVISIONS ItN R-1 AND R-2 ZONES
AND MODIFICATIONS OF PROCEDURES IPd THE R-2 ZONE
WHEREAS, there is a need for the availability of 5,000 square foot lots
in the R-1 zone, and the addition of 6,000 square foot lots in the R-2 zone,
in order to promote a well-balanced community and to offer the variety of
housing facilities found elsewhere throughout San Uiego County, and
WHEREAS, there is also a need for a modification to the ordinance
allowing the attached single-family dwelling concept to be a permitted use,
subject to standards, rather than subject to a conditional use permit, and
6JHEREAS, the Planning Commission set the time and place for a hearing
on said application, and notice of said hearing, together with its purpose,.
was given by the publication in a newspaper of general circulation in the
City at least 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7 p.m.,
Wednesday, September 3, 1969, P7onday September 15, 1969, and October 6, 1969,
Council Chamber, 276 Guava Avenue, before the Planning Commission, and said
hearing was thereafter closed,
fV0'W THEREFORE BE IT RESOLVED AS FOLLOWS:
1. from facts presented to the Commission, the Commission finds that
public necessity, convenience, general welfare and good zoning practice require
the adoption of the proposed amendments to the Zoning Ordinance, as described
above and as attached.
2. The findings of fact in support of said determination are as
follows:
a. This proposed amendment dvill establish a wider range of
principal permitted uses creating greater diversity and
flexibility of housing concepts so as to extend the single
family private dwelling unit amenities to all economic levels
and to provide a broader range of lot sizes so as to satisfy the
full variety of tastes, needs, and desires in housing.
b. Authorization for the attached single-family dwelling unit
concept on a lot size of 3,000 square feet,and the sale of
individual attached single-family dwelling units constructed
on such lots to separate ownerships, will require the filing
of a subdivision or parcel map.
c. Design plans must be presented for the approval of the Planning
Commission so as to insure the creation of an overall community
environment in the R-2 zone which will be similar to the R-1
zone.
3. The Planning Commission recommends to the City Council that said
amendments to the Zoning Ordinance be adopted.
4. That this resolution be transmitted to the City Council.
PASSED and APPROVED by the CITY PLANNING COMMISSION of CHULA VISTA, CALIFORNIA,
this 6th day of October, 1969, by the following vote, to-wit:
AYES: Members Putnam, Chandler, Macevicz, Hyde, Rice, Adams
NOES: None
