RESOLUTION OF THE CITY PLAiVNING COMMISSION RECOMMENDING TO THE
CITY COUNCIL THE CHANGE OF ZONE FOR 30± ACRES LOCATED NORTH OF
TELEGRAPH CANYON ROAD BET6VEEN HILLTOP DRIVE AND L STREET
WHEREAS, a duly verified application for a change of zone was filed with the
Planning Department on the 18th day of September, 1969, Application Number 69-R, and
6JHEREAS, said application requested that the property located north of
Telegraph Canyon Road between Hilltop Drive and L Street, more particularly described
in said application, be reclassified from R-1 zone to R-3-T zone, and
WHEREAS, the Planning Commission set the time and place for a hearing on
said application, and notice of said hearing, together with its purpose, was given
by the publication in a newspaper of general circulation in the City at least 10
days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely Monday,
October 20, 1969, in Council Chamber, Civic Center, 276 Guava Avenue, before the
Planning Commissiono, and said hearing was thereafter closed.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Commission, the Commission finds that public
necessity, convenience, general welfare and good zoning practice require the change
of zone from R-1 (single-family)- to R-3-T (Dwellings, Town Houses) for 30± acres
located along the north side of Telegraph Canyon Road between Hilltop Drive and
L Street as delineated on attached plat; said change of zone to become effective
upon approval of a Planned Unit Development.
2. The findings of fact in support of said determination are as follows:
a. Subject property, as a result of grading that would be necessary to
develop the property, would have a considerable topographical
separation to that of the single family dwelling units to the
north. This segment of Telegraph Canyon, because of its topographical
features, is isolated from the adjacent single-family development
and a variety of land use could take place within it with little
effect on adjacent single-family use.
b. The proposed individually owned single-family dwellings adjacent to
the northerly boundary of this rezoned acreage would act as a buffer
between existing single family dwellings to the north and the
proposed 'evelopment.
c. The relationship of this property to major streets in the area
and the proposed interchange with Interstate 805 will prevent
creation of traffic problems with adjacent areas.
3. The Planning Commission recommends to the City Council that said
reclassification be granted.
4. That this resolution be transmitted, along with the application to
the City Council, and a copy of this resolution shall be transmitted to the
applicant.
PASSED and APPROVED by the CITY PLANNING COMMISSION of CHULA VISTA, CALIFORNIA,
this 20th day of October, 1969, by the following vote, to-wit:
AYES: Members Adams, Rice, Stewart, Hyde, Putnam and Macevicz
NOES: Member Chandler
