RESOLUTION OF THE CITY PLANNING COMMISSION
RECOMMENDING TO THE CITY COUNCIL THE CHANGE OF
ZONE FOR PROPERTY ON SOUTH SIDE OF H STREET
EXTENDING 367 FEET 44ESTERLY FROM FOURTH AVENUE
WHEREAS, as a result of their recent approval of C-0 zoning
on four lots located at the southeast corner of H Street and Fig
Avenue, the City Council directed that the Planning Commission initiate
a hearing to consider C-0 zoning for the remainder of R-2 and R-3
frontage on the south side of H Street between Fourth and Fifth Avenues,
and
WHEREAS, the Planning Commtission set the time and place £or
a hearing on said change of zone, and notice of said hearing, together
with its purpose, vaas given by the publication in a newspaper of general
circulation in the City at least 10 days prior to the date of said
hearing, and
WHEREAS, a hearing was held at said time and place, namely,
Monday, October 20, 1969, Council Chamber, Civic Center, 276 Guava
Avenue, before the Planning Commission, and said hearing was thereafter
closed.
1. From the facts presented to the Commission, the Commission
finds that public necessity, convenience, general welfare and good
zoning practice require the change of zone from R-2 (One and Two-Family
Residence) and R-3 (Multiple-Family) to C-O (Administrative and
Professional Office) zone for property located on the south side of
H Street, extending 367 feet westerly from Fourth Avenue to a depth
of 160 feet, with setbacks established at 10 feet in accordance with
C-0 zone.
2. This zoning shall not become effective until a subdivision
or parcel map and/or a precise plan consolidating all or some of the
lots in a manner which will assure sound commercial office development
is approved by the City.
3. The findings of fact in support of said determination
are as follows:
a. While the General Plan designates this area as very
high density residential, the revision to the Plan
indicates professional and administrative uses for
the property.
b. The report entitled "Area Study - A Portion of H
Street° approved in 1968 by the Planning Commission
had projected offices uses for the subject property.
c. The recent Planning Commission and City Council
approval of C-0 zoning at the southeast corner of
H Street and Fig Avenue was based on '°a" and ''b"
above.
4. The Planning Commission recommends to the City Council
that said reclassification be granted subject to the condition des-
cribed in #k2 above.
5. That this resolution be> ransmitted to the City Council.
PASSED and APPROVED by the CITY PLANNING COMMISSION o£ CHULA VISTA,
CALIFORNIA, this 20th day of October, 1969, by the Following vote,
to-wit:
AYES: Members Putnam, Rice, Stewart, Macevicz, Adams, Hyde and
Chandler
NOES: None
ABSENT: None
