RESOLUTION OF THE CITY PLANNING COMMISSION ADOPTING
AN ENVIRONMENTAL IMPACT REPORT
WHEREAS, a preliminary Draft Environmental Impact Report was filed by
the Chula Vista Department of Public Works on July 13, 1973, and
WHEREAS, a Draft Environmental Impact Report was filed on August 15, 1973,
and
WHEREAS, the Department of Public Works requested the consideration of
the Draft Environmental Impact Report leading to the preparation of a final
Environmental Impact Report by the City of Chula Vista in the consideration of
the extension of H Street from Hilltop Drive to I-805, and
WHEREAS, said Draft Environmental Impact Report was posted and available
for public scrutiny and review for a period of 21 days, and
WHEREAS, a notice of completion was sent to the Secretary of Resources
of the State of California on August 16, 1973, and
WHEREAS, the Environmental Review Coordinator of the City of Chula Vista
prepared a final Environmental Impact Report considering the Draft Environmental
Impact Report, public comment on said draft, and independent analysis, and
WHEREAS, sand final Environmental Impact Report was considered by the
Planning Commission at public hearings on September 12, September 26, and
October 10, 1973.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
From facts presented to the Commission, the Commission finds that in
accordance with the Environmental Quality Act of 1970 and Ordinance 1459 of
the City of Chula Vista, said final Environmental Impact Report on the proposed
extension of H Street from Hilltop Drive to I-805 is hereby adopted as the
City of Chula Vista Environmental Impact Report on said project.
BE IT FURTHER RESOLVED, that in considering the proposed street extension,
the plans for the project should be reviewed for conformance to the following
mitigating measures:
a. Provide for the installation of a 5 foot high barrier (measured on the
side .with .,the highest finished grade) between the right of-way. and adjoining
residential lots; the location and desigh of the wall at street intersec-
tions and driveways shall be subject to the review of the Director of
Public Works to insure adequate sight distance and minimal traffic hazards.
b. The area from back of curb/sidewalk to property line should be
landscaped with material that will cling to the barrier, reducing
the acoustical reflectivity and giving visual relief.
PASSED and ADOPTED by the CITY PLANNING COMMISSION of CHULA VISTA, CALIFORNIA
this 10th day of October, 1973, by the following vote, to-wit:
AYES: Members Riee, Chandler, Wilson, Rudolph and Swanson
NOES: Members Macevicz and Whitten
