EIR-73-12 RESOLUTION OF THE CITY PLANNING COMMISSION ADOPTING AN ENVIRONMENTAL IMPACT REPORT WHEREAS, a preliminary Draft Environmental Impact Report was filed by American Housing Guild, Inc. on June 29, 1973, and WHEREAS, a Draft Environmental Impact Report was filed on August 2, 1973, and WHEREAS, American Housing Guild, Inc. requested consideration of the Draft Environmental Impact Report leading to the preparation of a final Environ- mental Impact Report by the City of Chula Vista in the consideration of a tentative subdivision map, and WHEREAS, said Draft Environmental Impact Report was posted and available for public scrutiny and review fora period of 21 days, and WHEREAS, a notice of completion was sent to the Secretary of Resources of the State of California on August 2, 1973, and WHEREAS, the Environmental Review Coordinator for the City of Chula Vista prepared a final. Environmental Impact Report considering the Draft Environmental Impact Report and public comment on said draft, .and WHEREAS, said final Environmental Impact Report was considered by the City Planning Commission on September 12, 1973. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: From the facts presented to the Commission, the Commission finds that, in accordance with the Environmental Quality Act of 1970 and Ordinance No. 1459 of the City of Chula Vista, said final Environmental Impact Report on a tentative subdivision map fora project known as Zenith II, comprising approximately 22.3 net acres located west of Greg Rogers Park and south of the San Diego Gas and Electric Company power line easement, consisting of 74 single family detached dwellings, is hereby adopted as the City of Chula Vista Environmental Impact Report on said subdivision map. BE IT FURTHER RESOLVED, that in consideration of the tentative subdivision map, the project shall be reviewed for conformance to the following mitigating measures: a. A 10 to 12 foot noise barrier shall be installed at the rear of lots 9, 10, 14, 15 and 16, a 9 foot noise barrier at the rear of lots 17, 12, and 13, and a 6 foot barrier for lots 7 and 8 (see appendix 1-a of the ET R). b. The lots adjacent to the freeway shall contain single story dwellings whenever feasible, given site planning considerations. When a two- story structure is utilized it shall adhere to elements outlined in Sec. 91.080ti (a), (b) and (c) of the draft of the San Diego Noise Ordinance on file in the office of the Secretary to the Chula Vista Planning Commission for the achievement of a 30 dBA noise loss through the walls.
