RESOLUTION OF THE CITY PLANNING COMMISSION ADOPTING
AN ENVIRONMENTAL IMPACT REPORT
4JHEREAS, a preliminary Draft Environmental Impact Report was filed by
Robinhood Homes, -Inc. on August 1, 1973, and
WHEREAS, a Draft Environmental Impact Report was filed on September 5, 1973,
and
WHEREAS, Robinhood Homes, Inc. requested consideration of the Draft
Environmental Impact Report leading to the preparation of a final Environmental Impact
Report by the City of Chula Vista in the consideration of a rezoning request and
tentative subdivision map commonly known as Ranchito Robinhood, and
WHEREAS, said Draft Environmental Impact was posted and available for public
scrutiny and review for a period of 21 days, and
WHEREAS, a Notice of Completion was sent to the Secretary of Resources of
the State of California on September 6, 1973, and
WHEREAS, the Environmental Review Coordinator of the City of Chula Vista
prepared a final Environmental Impact Report considering the Draft Environmental
Impact Report, public comment on said draft, and independent analysis, and
WHEREAS, said final Environmental Impact Report was considered by the
City Planning Commission at a public hearing on October 10, 1973.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
From facts presented to the Commission, the Commission finds that, in
accordance with the Environmental Quality Act of 1970 and Ordinance No. 1459 of
the City of Chula Vista, said final Environmental Impact Report on the proposed
rezoning and a tentative subdivision map fora project known as Ranchito Robinhood,
located on the north side of Otay Lakes Road approximately one-half mile west of
Bonita High School, consisting of 72 dwelling units on approximately 51.5 acres,
is hereby adopted as the City of Chula Vista Environmental Impact Report on said
project.
BE IT FURTHER RESOLVED, that in consideration of the tentative subdivision
map, the project shall be reviewed for conformance to the following mitigating
measures:
a. Elimination of at least some of the lots adjacent to 0aty Lakes Road
fronting on B Street (lots 1 - 6 on attached plat). (See condition d for exception.)
b. "A" Street should be eliminated and "B" Street extended to provide
access to Otay Lakes Road (see appendix Gin Environmental Impact Report).
c. The drainage balance between Long Canyon and Otay Lakes Road basin shall
be maintained.
d. If lots 1-9, or a portion of them are developed, single story structures
shall be used as frequently as is possible. If two story structures are
proposed on these lots they shall incorporate noise attenuation elements
outlined in Sec. 91.0806 (a), (b), and (c) of the draft San Diego Noise
Ordinance on file in the office of the Secretary to the Chula Vista Planning
Commission. (These elements are designed to achieve a 30 dBA noise loss
through exterior walls.)
e. Establish the right-of-way for Otay Lakes Road and grading adjacent to
it as illustrated in appendix F of the Environmental Impact Report.
f. "B" Street from lots 1 - 6 and "C" Court shall be moved away from Otay
Lakes Road as far as it in feasible, to reduce the magnitude of the slope
bank adjacent to Otay Lakes Road.
g. Evidence of the availability of educational facilities shall be made
available to the Planning Commission; the timing of these facilities shall
be coordinated with the deveopment of this project.
PASSED and APPROVED by the CITY PLANNING COMMISSION of CHULA VISTA, CALIFORNIA this
10th day of October, 1973, by the following vote, to-wit:
