RESOLUTION OF THE CITY PLANNING COMMISSION ADOPTING
AN ENVIRONMENTAL TMPACT REPORT
WHEREAS, a Preliminary Draft Environmental Impact Report was filed by Pacific
Bay Development Company on November 14,1973, and
WHEREAS, a Draft Environmental Impact Report was filed by Pacific Bay Develop-
ment Company on January 15, 1974, and
WHEREAS, a notice of completion was sent to the Secretary of Resources of the
State of California on January 16, 1974, and
WHEREAS, Pacific Bay Developrre nt Company requested the consideration of the
Draft Environmental Impact Report leading to the preparation of a final Environmental
Impact Report by the City of Chula Vista in consideration of site plan and architec-
tural review of a 204 unit apartment development on 9.5 acres at the northeast
corner of the intersection of Telegraph Canyon Road and Crest Drive,. commonly
known as the Canyon Apartments, and
WHEREAS, said Draft Environmental Impact Report was posted for public scrutiny
and review for a period of 21 days, and
WHEREAS, the Planning Commission of the City of Chula Vista held a public
hearing on February 13, 1974 for the purpose of taking public testimony on said
Draft Environmental Impact Report, and
WHEREAS, the Environmental Review Coordinator of the City of Chula Vista
prepared a final Environmental Impact Report considering the Draft Environmental
Impact Report, public comment on said Draft and independent analysis, and
WHEREAS, said final Environmental Impact Report was considered by the
Planning Commission of the City of Chula Vista on February 27, 1974,
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
From the facts presented to the Commission, the Commission finds that in
accordance with the California Environmental Quality Act of 1970 and Ordinance #1459
of the City of Chula Vista, said final Environmental Impact Report on the project
commonly known as Canyon Apartments, located at the northeast corner of the inter-
section of Telegraph Canyon Road and Crest Drive, consisting of 204 dwelling units
on 9.5 acres, is hereby adopted as the City of :'Chula Vista Environmental Impact
Report on said project.
BE IT FURTHER RESOLVED that the Zoning Administrator be advised that the
following should be considered as requirements in the review of the project:
a. Construction of the buildings within the unacceptable noise zone shall adhere
to the following elements for the attenuation of a 30 dBA noise loss through the
walls:
(1) A forced air circulation system so that windows can be kept closed.
(2) 1" thick sound absorbent lining of air ducts, etc.
(3) 1/2" thick material. on inside and outside walls with 3" of fibrous
thermal insulation between.
(4) Bends in ceiling and exhaust ducts to prevent direct line of sight
transmission.
(5) Prohibition of direct openings from interior to exterior of the building
(such as mail slots).
(6) Chimneys provided with well-fitting dampers.
(7) Exterior hinged doors of solid-core construction.
(8) Specified quality of workmanship around doors and windows to eliminate gaps.
(9) Window glass set in an elastomer gasket (or double glazing).
(10) Top floor construction of 5/8" plaster or gypsum supported on resilient
clips or channels.
(11) Floor of lower rooms to be a concrete slab.
Note: The construction materials and techniques summarized above are described
in more detail in Sec. 91.0806 (a), (b) and (c) of the draft of the San Diego
Noise Ordinance on file in the office of the Secretary_to the Chula Vista
Planning Commission.
b. Outdoor recreation areas shall be screened with walls or berms and otherwise
treated so as to minimize the effects of noise external to the area.
