Staff is requesting to submit grant applications for the FFY2013-14 (Federal Fiscal Yeaz)
Highway Safety Improvement Program (HSIP) Cycle 6 Grant Program. HSIP funds are eligible
for work on any publicly owned roadway or bicycle/pedestrian pathway or trail that will correct
or improve the safety of its users. Two candidate projects are proposed to be submitted prior to
the July 26, 2013, deadline.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because the proposal
consists of an administrative funding solicitation without the assurance that these funds will be
procured for future projects. Once the funding is obtained and the projects clearly defined, then,
additional environmental review will be conducted and the appropriate determination will be
made. Therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is
not subject to CEQA. Thus, no environmental review is required.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
On April 29, 2013, Caltrans Division of Local Assistance announced Cycle 6 Call for Projects
for the Highway Safety Improvement Program (HSIP). This Call for Projects is tazgeted for
approximately $150 million of federal HSIP funds based on the estimated programming capacity
in the 2013 FSTIP.
The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United
States Code (23 U.S.C. § 148) remains as one of the core federal-aid programs in the new federal
surface transportation act, "Moving Ahead for Progress in the 21st Century" (MAP-21), which
was signed into law on July 6, 2012. The specific provisions of the HSIP are defined in Section
1112 of MAP-21. The purpose of the HSIP program is to achieve a significant reduction in
traffic fatalities and serious injuries on all public roads, including non-State-owned public roads
and roads on tribal land.
Eligible applicants include cities and counties for any publicly owned roadway or
bicycle/pedestrian pathway or trail that will correct or improve the safety of its users. For a
project to be eligible, a specific problem must be identified for correction and the proposed
countermeasure must correct or substantially improve the condition.
The City proposes to apply and submit applications for HSIP grant funding and has identified the
following two different types of eligible projects:
• Adaptive traffic signal system
• Modify an existing traffic signal at an intersection to reduce the accident rate.
The maximum federal HSIP reimbursement amount for any single HSIP project is $1,500,000.
All project expenses that exceed the maximum federal HSIP reimbursement amount will be the
responsibility of the project sponsor and will not be eligible for reimbursement. The grant also
requires a local match of 10 percent, which would come from TransNet funds. This Call for
Projects is tazgeted for approximately $150 million of federal HSIP funds based on the estimated
programming capacity in the 2013 Federal Statewide Transportation Improvement Program
(FSTIP).
For FFY2013/14 HSIP Program, it is recommended that the City apply for funding for the
following two projects:
Proposed Project No. 1:
Traffic Signal Modifications at four intersections:
Fourth Avenue/"J" Street
Hilltop Drive/"L" Street
Third Avenue/"H" Street

The proposed project is to upgrade and modify four existing traffic signals listed above to add
protected left tum phasing. The proposed protected left-turn only phase movement is targeted at
improving safety for motorists and pedestrians. The proposed improvements include the
installation of ADA compliant push buttons with crossing instruction signs, installation of loop
detectors, re-wiring of the intersection, minor sidewalk improvements, construction of ADA
compliant pedestrian ramps, enhanced re-striping and signage, and other required traffic control
devices. The estimated cost of this proposed project is $850,000. There is a programmed project
in the FY2013/14 for Fourth Avenue/"J" Street and Hilltop Drive/"L" Street intersections for
preliminary engineering. Therefore, if a grant is awarded, the existing programmed funds would
be programmed for the local match of the proposed project.
Proposed Project No. 2:
Expansion of Adaptive Traffic Signal System:
East "H" Street between Hidden Vista Drive and Tierra Del Rey
Telegraph Canyon Road between Canyon Plaza Driveway and Buena Vista Way
The proposed project will provide for the expansion of the existing Adaptive Traffic Signal
System, Sydney Coordinated Adaptive Traffic System (SCATS), along two arterial corridors: (1)
East "H" Street from Hidden Vista Drive to Tierra Del Rey and (2) Telegraph Canyon Road
from Canyon Plaza Driveway to Buena Vista Way. This expansion will also include signalized
intersections on Paseo Del Rey, Tierra Del Rey, and Paseo Ranchero in close proximity to East
"H" Street and Telegraph Canyon Road, which would impact coordination. In total, the
expansion would include 16-intersections added to the SCATS system.
The scope of work consists of consultant services in project management, design, setup,
documentation, implementation, and acquisition of additional SCATS licenses. Other work
includes re-splicing of existing loops, cabinet rewiring, upgrading traffic signal equipment, and
the installation/reconfiguration of communications infrastructure. The estimated cost for this
project is $650,000.
Currently neaz I-805, East "H" Street and Telegraph Canyon Road carry in excess of 50,000
vehicles per day and is a major commute route for Chula Vista residents. This project aims to
reduce driver delay, lower emissions, and improve safety through the optimization of adaptive
signal control. If a grant is awarded, the existing programmed funds would be programmed for
the local match of the proposed project.
In summary, Caltrans administers the HSIP Program funds. Staff is preparing the grant
applications for the two projects described in this report and plans to submit the applications,
pending Council approval, to the Caltrans District Office before the July 26, 2013, deadline.
Staff will return to Council for appropriation of funds if awazded.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property holdings
within 500 feet of the boundaries of the property, which is the subject of this action. Staff is not

independently awaze, nor has staff been informed by any City Council member, of any other fact
that may constitute a basis for a decision maker conflict of interest in this matter.
CURRENT YEAR FISCAL IMPACT
There is no direct fiscal impact to the General Fund. If the resolution is approved, the City will
apply for Highway Safety Improvement Program (HSIP) funding. If a grant is awazded, staff
will return to Council with a recommendation to accept the grant funds and appropriate the grant
finds into the existing Capital Improvement Program (CIP) projects. Sufficient funds have been
identified within the TransNet and/or Traffic Signal programmed funds to meet the 10% local
match requirement.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact at this time. If funds aze awarded upon completion of the
project(s), the improvements will require only routine City maintenance:

IMPROVEMENT PROGRAM (HSIP) CYCLE 6 GRANT
APPLICATIONS AND COMMITTING MATCHING -FUNDS
THEREFOR
WHEREAS, the Highway Safety Improvement Program (HSIP), codified as Section 148
of Title 23, United States Code (23 U.S.C. §148), remains as one of the core federal-aid
programs in the new federal surface transportation act, "Moving Ahead for Progress in the 21st
Century" (MAP-21), which was signed into law on July 6, 2012; and
WHEREAS, on Monday, April 29, 2013, Caltrans Division of Local Assistance
announced Cycle 6 Call for Projects for the Highway Safety Improvement Program (HSIP); and
WHEREAS, this call for projects is through its competitive Highway Safety
Improvement Program (HSIP) grant program; and
WHEREAS, Caltrans expects the HSIP Cycle 6 funding apportioned to local agencies to
be approximately $150 million; and
WHEREAS, for a project to be eligible, a specific problem must be identified for
correction and the proposed countermeasure must correct or substantially improve the condition;
and
WHEREAS, City staff recommends applying for HSIP grant funds and has identified the
following two different types of projects:
• Adaptive traffic signal system
+ Modify an existing traffic signal at an intersection to reduce the accident rate; and
WHEREAS, these projects are:
1. Expansion of Adaptive Traffic Signal System:
East "H" Street between Hidden Vista Drive to Tierra Del Rey

NOW, THEREFORE, the City Council of the City of Chula Vista does hereby authorize
submittal of FFY2O13-14 (Fiscal Federal Year) Highway Safety Improvement Program (HSIP)
Cycle 6 grant applications and commit matching funds therefor.
