EIR-79-8 RESOLUTION OF THE CITY PLANNING COMPASSION CERTIFYING AN ENVIRONPIENTAL IMPACT REPORT WHEREAS, a Master Environmental Impact Report (EIR-78-2) was prepared and certified prior to the approval of the E1 Rancho del Rey Specific Plan, and WHEREAS, that Master Environmental Impact Report is to be used as a primary I reference document for more detailed envi,ronmenta1 analyses for development proposals ~'i within each Sectional Planning Area, and WHEREAS, W & G Development Company wishes to file a Sectional Area Plan fcr the Rice Canyon Sectional Planning Area of El Rancho del Rey, and WHEREFlS, the Environmental Review Committee of the City of Chula Vista, Advanced ~ I Planning and Research Associates, and W & G Development Company reached an agreement for the preparation of the Environmental Impact Repor£ on the Rice Canyon Sectional Planning Area, and WHEREAS, the Environmental Review Committee of the City of Chula Vista issued a draft Environmental Impact Report for public and agency review on August 9, 1979, and WHEREAS, legal notice of the availability of the draft Environmental Impact Report was given through publication in a newspaper of general circulation on August 12, 1979 and a notice of completion was filed with the Secretary of Resources of the State I of California, and WHEREAS, the Planning Commission of the City of Chula Vista held a publichearing 'I on the adequacy of the draft Environmental Impact Report on September 12, 7979, and WHEREAS, a response to all letters of input and testimony at the public hearing was incorporated into the Environmental Impact Report. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: From the facts presented to the Planning Commission, the Commission finds that ~ Environmental Impact Report EIR-79-8 on the proposed development-of the Rice Canyon Sectional Planning Area has been prepared in accordance with California Environmental i Quality Act of 1970, as amended, the California Administrative Code and the Environmental Review Policy of the City of Chula Vista, and the Planning Commission hereby certifies - that it will consider the information in the Environmental impact Report as ii makes ' a recommendation on the project. - - PASSED AND APPROVED BY THE CITY PLANNING COMMISSIOfJ OF CHULA VISTA, CALIFORNIA, this 10th day of October, 7979 by the following vote, to-wit: AYES: Commissioners R. EIR-79-7 RESOLUTION OF THE CITY PLANNING COMMISSION ADOPTING AN ENVIRONMENTAL IMPACT REPORT WHEREAS, A&D Partnership wishes to proceed with the development of approxi- mately 18 acres at the southeast corner of Otay Lakes Road and Bonita Road, and - WHEREAS, the project includes approximately 3 acres-of retail commercial development and a maximum of 150 dwelling units on the remaining 15 acres, and WHEREAS, after reviewing proposals from consultants for the preparationof i a draft and final Environmental Impact Report on the project, PRC Toups Corpora- . tion was selected to prepare the documents, and WHEREAS, the Environmental ReviewCommittee of the City of Chula Vista II issued the draft Environmental Impact Report on February 22, 7979, and I WHEREAS, legal notice of availabi7ityof the draft Environmental Impact Report was given through publication in a newspaperof general circulation on February 25, 1979 and a notice of completion was filed with the Secretary of - Resources for the State of California, and WHEREAS, a public hearing was held before the Gity Planning Commission on March 28, 1979, and WHEREAS, all written comments on the draft Environmental Impact Report and a response.to those comments prepared by PRC Toups were incorporated into the Environmental Impact Report. ' NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: From the facts presented to the Planning Commission, the Commission f?nds - that EIR-79-7 on the proposed development of retail commercial and residential ' uses on approximately 18 acres at the southeast corner of Otay LakesRoad and Bonita Road has been prepared in accordance with the California Environmental Quality Act of 7970 and the Environmental Review Policy of the City of Chula Vista and hereby certifies that the Planning Commission willconsider the information in the report as it reaches a decision on the project. PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA this 18th day of April, 7979, by .the following vote, to-wit: AYES: Commissioners G.
