EIR-81-3 RESOLUTION OF THE CITY PLANNING COMMISSION CERTIFYING AN ENVIRONMENTAL IMPACT REPORT f i WHEREAS, Cadillac Fairview Homes West, Inc. requested the consideration i - of the following discretionary actions by the City of Chula Vista: (1) amendmnent ~ of the Chula Vista General Plan to change the designation of approximately 4.8 -square miles from "Agriculture and Reserve," "Residential 1-3 DU/acre" and ' Residential 4-12 DU/acre" to a series of urban densities as well as commercial, industrial,parks, schools and public open space in thearea between Southwestern College Estates and Otay Reservoirs; (2) prezoning of said property to P-C Planned Community, and associated with that prezoning consideration of a general development plan and schedule; and (3) the annexation of said property to the City of Chula Vista, and ~ WHEREAS, Cadillac Fairview Homes West authorized the City of Chula Vista to prepare an environmental constraints inventory, an environmental impact report, and candidate CEQA findings pursuant to California Public Resource Code Section - 21087 and Cal-ifornia Administrative Code Section 75088, and WHEREAS, after evaluating proposals from environmental consultants on the 'i City of Chula Vista's list of qualified environmental consultants, the Environmental Review Committee of the City of Chula Vista selected Westec Services, Inc. to ' prepare the environmental documents for said project, and WHEREAS, after giving public notice in newspapers of general circulation in the Chula Vista area and in the San Diego region, to all property owners within 500 feet of the project site, and to all affected local, regional and state agencies, the Environmental Review Coordinator held apublic meeting to "scope" the issues to be evaluated in the-environmental impact report, and - WHEREAS, after the draft environmental impact report prepared by Westec Services, Inc. was given independent review and analysis by the.City of Chula Vista staff, the document was issued by the Environmental Review Committee of the ' - City of Chula Vista on October 8, 1981 as the City's draft environmental impact ' reportfor the project, and _ WHEREAS, legal notice of the availability of the draft environmental impact i report was given through publication in a newspaper of general circulation in the City of Chula Vista on October 11, 1987, to all property owners within 500 feet of the project, and a notice of completion was filed with the Secretary for Resources of the State of California, and 31 I i WHEREAS, the Planning Commission of the City of Chula Vista held public k hearings on the adequacy of the draft environmental impact report on November 18, December 2 and December 16, 1981, and the public hearing was closed on December 16, 1981, and WHEREAS, Westec Services, Inc., at the direction of the City staff, prepared a final environmental impact report on said project, including six errata sheets. NOW, THEREFORE, BE IT RESOLVED: From the facts presented to the Planning Corranission, the Commission certifies . ' that subject to the inclusion of the errata sheets, Environmental Impact Report EIR-81-3 on the proposed Eastlake Planned Community has been prepared in accordance with the California Environmental Quality Act, State EIR Guidelines and the Environmental Review Procedures of the City of Chula Vista, and furthermore, that - - thePlanning Commission has reviewed the document and is considering the information in the final. Environmental Impact Report as it reaches a decision on the project. PASSED AND APPROVED by the City Planning Commission of.
