EIR-87-7-A RESOLUTION OF THE CITY PLANNING CONA1ISSION ADOPTING CEQA - FINDINGS PURSUANT TO CALIFORNIA PUBLIC RESOURCES CODE SECTION 27081AND ADOPTING FINDINGS Of OVERRIDING CONSIDERATION - - WHEREAS,EIR-81-1 on the proposed Ladera Villas subdivision was certified by the Planning Commission on October 22, 1980, and WHEREAS, it is the policy of the State of California and the City bf Chula I'~ Vista that no project shall be approved if the environmental review of the project concludesthere would be significant environmental effects unless it is infeasible to avoid those impacts, and - WHEREAS, the Environmenta7.Review Section of the Planning Department has prepared Candidate CEQA Findings of Fact pursuant to the Environmental Quality Act of 1970, and WHEREAS, the Planning Corianission of the City of Chula Vista held a public hearing on the Candidate CEQA Findings on October 22, 1980. NOW, THEREFORE, BE IT RESOLVEDthat the Planning Commission finds as follows: 1. Subject to standard development regulations and the conditions of approval, the project will not result in significant environmental impacts inthe following areas: a. Geology/soils b. Archaeology c. Schools d. Biology e. Those issued identified in Section 4.0 of EIR-81-7. 2. Implementation of theproject would resultin a significant land form alteration and it is economically infeasible-to.implement alternatives that would - significantly reduce this impact. - BE IT FURTHER RESOLVED that the Planning Commission finds that the following overriding considerations warrantapproval of the project in light of adverse environmental effects: i i 1. The design of the proposed subdivision provides good solar access to the proposed dwelling units. - 3. The project is located in an urbanizing area with most public services ' available.
