EIR-80-4 - RESOLUTION OF THE CITY PLANNING COMMISSION ' CERTIFYING AN ENVIRONMENTAL IMPACT REPORT WHEREAS, Pacific Scene, Inc. wishes to proceed with the development t of South Cottege Sectional Planning Area of the E1 Rancho del Rey Specific Plan, and WHEREAS, the project includes 260 townhouses located at the northwest corner of Telegraph Canyon Road and Otay Lakes Road, and WHEREAS, after reviewing proposals from consultants for the preparation of a draft and final Environmental Impact Report onthe project, the Environmental Review Committee of the City of Chula Vista selected MSA, Inc. to~prepare the i, documents, and WHEREAS, on October 25, 1979 the Environmental Review Committee issued the i draft Environmental Impact Report for public and agency review, and ~ WHEREAS, a legal Notice of the Availability of the draft Environmental I Impact Report was given through publication in a newspaper of general circulation on October 28, 7979 and a Notice of Completion was filed with the Secretary of Resources of the State of California, and WHEREAS, a pubt.ic hearing on the adequacy of the draft Environmental Impact Report was held on November 28, 1979, and WHEREAS, consideration of the final Environmental Impact Report was scheduled subsequent to review of revisions to the project by the Planning Department and Environmental Review Committee, and the Environmental Review Committee reviewed the revised development plan for the project on March 6, 1980 and determined that the revisions resulted in the mitigation of significant environmental impacts. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: From the facts presented to the Planning Commission, the Commission finds that EIR-80-4 for the South College Sectional Planning Area {Charter Point) of the El Rancho del Rey Specific Plan has been preparedin compliance with the California Environmental Quality Act of 1970 and the Environmental Review Policy of.the City of Chula Vista, and,that the Commission will review the information t contained in the Environmental Impact Report as itreaches a decision on the project. PASSEDAND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA this 79th day of March, 1980, by the following vote, to-wit: AYES: Commissioners R. Johnson, Stevenson, O'Neill, G.
