EIR-83-2 RESOLUTION OF THE CITY PLANNING COMMISSION CERTIFYING ENVIRONMENTAL IMPACT REPORT WHEREAS, the Gersten Companies requested an amendment to the El Rancho del Rey Specific Plan located north of Telegraph Canyon Road and to the west of Otay Lakes Road, and ' WHEREAS, it was determined that the project could have a significant environmental impact and therefore it was necessary to prepare an environmenta l report on the project, and I WHEREAS, the Environmental Review Coordinator of the City of Chula ~i Vista, after reviewing proposals for the preparation of the .Environmental Impact I Report and the other environmental documents for the project, selected WESTEC Services, 1nc., to prepare these documents, and WHEREAS, beginning on May 27, 1983, a Notice of Preparation of the EIR was circulated through the State Clearinghouse, to other agencies and to adjoining property owners, and WHEREAS, on October 19, 1984,-the Environmental Review Coordinator issued for public review a draft of EIR-83-2 on the proposed amendment to the E1 Rancho del Rey Specific Plan, and WHEREAS, legal notice of the availability of the Draft Environmental Impact Report for review was given through the publication in a newspaper of general circulation on October 21, 1984, and notice was given to property owners within 300 feet of the proposed project, and a Notice of Completion was filed with the Secretary for Resources with the State of California, and WHEREAS, the Planning Commission of the City of Chula Vista held a public hearing on the adequacy of the Draft Environmental Impact Report on January 23, 1984 NOW, THEREFORE, BE IT RESOLVED as follows: From the facts presented to the Planning Commiss ion, the Planning Com- mission finds that EIR-83-2 has been prepared in compliance with the California Environmental Quality Act of 1970 as amended and the Environmental Review Proce- dures of the City of Chula Vista and hereby further certifies that the Commission has reviewed and considered the information in the Environmental Impact Report as it reaches a decision on the project. PASSED AND APPROVED by the City Planning Commission of Chula Vista, California, this 27th day of March 1985, by the following vote, to-wit: AYES:- Commissioners Cannon, Guiles, Green, Tugenberg, Carson and Shipe NOES: Commissioner O'Neill ABSENT: None ~~L.-~z~c c .9~~ Michael A.
