HomeMy WebLinkAboutEIR 84-02 i RESOLUTION NO. EIR-84-2 RESOLUTION OF THE CITY PLANNING COMMISSION CERTIFYING AN ENVIRONMENTAL IMPACT REPORT WHEREAS, John B. Morgan and John W. Gardner, Jr., requested a General Plan Amendment, rezoning, and tentative subdivision map approval of property located at the northeast and northwest intersection of Flower Street and "E" Street, and WHEREAS, it was determined that the project could have a significant environmental impact and, therefore, it was necessary to prepare a focused environmental impact report, and WHEREAS, the Environmental Review Coordinator, after reviewing proposals for the preparation of draft and final environmental impact reports for the project, selected RBR and Associates, Incorporated to prepare the documents, and WHEREAS, on October 25, 1983, the Environmental Review Coordinator issued for public review the draft of EIR-84-2 on the Morgan and Gardner apartment complex, and ~ WHEREAS, legal notice of the availability of the draft environmental impact report was given through publication in a newspaper of general circulation on October 30, 1983, and a notice of completion was filed with the Secretary for Resources of the State of California, and WHEREAS, the Planning Commission of the City of Chula Vista held a public hearing on the adequacy of the draft environmental impact report on November 30, 1983. NOW, THEREFORE, BE I7 RESOLVED AS FOLLOWS: From the facts presented to the Planning Commission, the Commission finds that EIR-84-2 has been prepared in compliance with the California Environmental Quality Act of 1970, as amended, and the environmental review procedures of the City of Chula Vista and hereby certifies that the Commission has reviewed and considered the information in the environmental impact report as it reaches a decision on the project. PASSED AND APPROVED by the City Planning Commission of Chula Vista, California, this 14th day of December, 1983, by the following vote, to-wit: AYES: Cannon, Shipe, Pressutti, Green, Guiles NOES: None ABSENT: O'Neill, Johnson / ~C.~e ~ C R ~.~C~.~.~ C airman Pro Tem ATTEST: Secretary f RESOLUTION N0. EIR-84-1 RESOLUTION OF THE CITY PLANNING COMMISSION ~ CERTIFYING ENVIRONMENTAL IMPACT REPORT WHEREAS, a Master EIR (EIR-81-03) was prepared for the Eastlake I Sectional Planning Area in February of 1982, and WHEREAS, Eastlake I is the initial development phase of the overall Eastlake project, and WHEREAS, the site's specific SPA and tentative maps are the primary focus of this EIR, and WHEREAS, the City of Chula Vista after reviewing proposals from various consultants contracted with WESTEC Services for the preparation of environmental documents for the proposed project, and WHEREAS, the Environmental Review Coordinator of the City of Chula Vista issued a Notice of Preparation for the Draft EIR for this project, and WHEREAS, WESTEC Systems prepared a Preliminary Draft of this EIR, and j WHEREAS, the Preliminary Draft was reviewed for accuracy and adequacy by the City of Chula Vista, and WHEREAS, the Draft EIR was issued for agency and public review on September 27, 1984, with a legal notice of the availability of the Draft EIR for review being given through publication in a newspaper of general circulation, notification of adjoining property owners and filing of a Notice of Completion with the Secretary for Resources of the State of California, and WHEREAS, the document has been circulated by the State Clearinghouse I and several local agencies have commented on the Draft EIR (pages CR-1 through CR-10), and WHEREAS, on November 14, 1984, the Planning Commission of the City of Chula Vista held a public hearing regarding the adequacy of the Draft EIR, and reviewed verbal testimony and written comments from various local and State agencies, and WHEREAS, the Final Environmental Impact Report was prepared by WESTEC Services in concert with the Environmental Review Section of the Planning Department of the City of Chula Vista, including the above-referenced comments and a response to all of those comments. NOW, THEREFORE, BE IT RESOLVED as follows: -2- From the facts presented to the Planning Commission, the Planning Commission finds that EIR-84-1 has been prepared in compliance with CEQA, the State EIR Guidelines and the Environmental Review Procedures of the City of Chula Vista, and further that the Planning Commission will review and consider the information in the EIR as it reaches a decision on the project. PASSED AND APPROVED by the City Planning Commission of Chula Vista, California, this 23rd day of January, 1985, by the following vote, to-wit: AYES: Cannon, Carson, Green, Guiles, O'Neill, Shipe and Tugenberg NOES: None ABSENT: None Michael A. reen, hairman i ATTEST: Ruth M.
