RESOLUTION OF THE CITY PLANNING COMMISSION
ADOPTING CEQA FINDINGS PURSUANT TO STATE
CEQA GUIDELINES, SECTION 15091, AND A STATE-
. MENT OF OVERRIDING CONSIDERATIONS PURSUANT
TO STATE CEQA GUIDELINES, SECTION 15093,
FOR THE PROPOSED OTAY VALLEY ROAD SOUTH - j
GENERAL PLAN AMENDMENT AND PREZONING/REZONING

The City Planning Commission of the City of Chula Vista does hereby resolve
as follows:
WHEREAS, the Planning Commission has certified EIR-84-5 concluding
that there are significant environmental impacts which conceivably could occur
with the project implementation, and that there are alternatives which could ~
avoid these significant environmental impacts, and
WHEREAS, the documentary actions involved in this state of project
considerations are limited to a General Plan Agreement, prezoning, rezoning
and annexation, and
WHEREAS, the California Resources Code and Administrative Code
requires that under these circumstances "CEQA Findings" and overriding consid-
erations be adopted by local agencies,
THEREFORE, BE IT RESOLVED 'that: '
1. The Commission findings that in accordance with the attached "Candidate
CEQA Findings", all significant environmental impacts can be mitigated by
design or other activities associated-with more precise development plans
to a level of insignificance, and
2. that in accordance with the attached."Candidate CEQA Findings," alternative i
plans which would result in less severe or nonsignificant environmental
impacts are infeasible, and whereas the Planning Commission is recommending
to the City Council approval of these actions, the attached Statement of
Overriding Considerations is adopted as the Commission's findings which '
warrant approval of the project in the light of any possible adverse
environmental affects,
3. for the purpose of these findings and overriding considerations the record
of the Planning Commission's actions including
(a) a Survey and. Analysis of Feasibility for the Otay Valley Road Redevel-
opment Project, Engineering and Planning, August 1984,
(b) Chula Vista Industrial Market Analysis, Alfred Go bar Asooc., Inc.,

(c) all documentary and oral evidence received and reviewed by the Plan-
. Wing Commission during public hearings on this action,
(d) the Final Environmental Impact Report, EIR 84-5, including all testi-
mony and documentary. evidence introduced at the public hearings on i
the project,
(e) matters of common knowledge to the Commission which it considers as
such, the Chula Vista General Plan and all elements thereof, the
Regfional _Air Quality Strategies as revised and adopted by the Chula
Vista City Council, the Zoning Code of the City of Chula Vista, the
Municipal Code of the City of Chula Vista, the. Redevelopment Plan for
the Otay Valley Road Redevelopment Project, and all other formally
adopted policies and ordinances of the City of Chula Vista, the City
Planning Commission, the Redevelopment Agency and the Design Review
Committee.
PASSED AND APPROVED by the City Planning Commission of Chula Vista, California,
this 24th day of October 1984, by the following vote, to-wit:
