EIR-74-1 ' - RESOLUTION OF THE CITK PLANNING COMMISSION ADOPTING - - ~ AN ENVIRONMENTAL IMPACT REPORT WHEREAS, a Preliminary Draft Environmental Impact Report was filed by Hilltop Terrace, Inc. on January 4, 1974, and ' WHEREAS, a Draft Environmental Impact Report was filed on February 4, 7974, and WHEREAS, a Notice of Completion was sent to the Secretary of Resources of the State of California on February 5, 1974, and WHEREAS, Hilltop Terrace, Inc. requested the consideration of the Draft Environ- mental Impact Report leading to the preparation of a final Environmental Impact Report - by the City of Chula Vista in consideration of a Planned Unit Development, Precise Plan, and subdivision map of approximately 48 acres fora project commonly known as Hilltop Terrace, and WHEREAS, said Draft Environmental Impact Report was available for public review I and scrutiny fora period of 21 days, and WHEREAS, the Planning Commission of the City of Chula Vista held a public hearing on February 27; 1974 for the purpose of taking public testimony on said Draft Environ- mental Impact Report, and I WHEREAS, the Environmental Review Coordinator of the City of Chula Vista prepared a final Environmental Impact Report considering the Draft Environmental Impact Report, public comment on said Draft and independent analysis, and WHEREAS, said final Environmental Impact Report was considered by the Planning i I Commission of the City of Chula Vista on March 13, 1974. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: From facts presented to the Commission, the Commission finds that in accordance i i with the Environmental Quality Act of 1970 and Ordinance 1459 of the City of Chula Vista, said final Environmental Impact Report on the project commonly known as Hilltop Terrace, consisting of 263 dwelling units located on approximately 40 acres and a visitor commercial site of approximately 7.7 acres located on the north side of Telegraph Canyon Road west of I-S05, is hereby adopted as the City of Chula Vista Environmental Impact Report on said project. BE IT FURTHER RESOLVED that upon review of,the Precise Plan for the visitor commercial site: ~i (1) It is the intent of the Planning Commission to evaluate the effectiveness of the - - ~ acoustical berm in protecting the visitor commercial site, and (2) If necessary, give consideration to requiring special construction standards to insure a livable interior environment and adequate protection of any outdoor recrea- tional facilities. _ -PASSED and APPROVED by the CITY PLANNING COMMISSION of CHULA VISTA, CALIFORNIA this . 13th day of March,. 7974, by the following vote, to-wit: ~I AYES: Members Rudolph, Wilson, Chandler, Floto, Macevicz, Rice and Starr NOES: None ABSENT: None i I Chairman III ATTEST: I ~ecretary i I I I I i i I
