RESOLUTION OF THE CITY PLANNING COMMISSIOPJ
CERTIFYING AN ENVIRONMENTAL IMPACT REPORT
WHEREAS, the implementation of the Local Coastal Program through the
adoption of a Specific Plan and an amendment to the Subdivision Ordinance is
not exempt from the provisions of the California Environmental Quality Act, and
WHEREAS, the implementation of the Bayfront Land Use Plan could ~
potentially result in significant environmental effects, and
WHEREAS, the City of Chula Vista after reviewing proposals From
various consultants contracted with RECON (Regional Environmental Consultants)
for the preparation of environmental documents for the proposed project, and
WHEREAS, the. Environmental Review Coordinator of the City of Chula
Vista issued a Notice of Preparation for the Draft EIR for this project, and
WHEREAS, RECON prepared a Preliminary Draft of this EIR, and
WHEREAS, the Preliminary Draft 4ddS reviewed for accuracy and adequacy
by the City of Chula Vista, and
WHEREAS, the Draft EIR was issued for agency and public review on i
November 2, 1984, with a legal notice of the availability of the Draft EIR for
review being given through publication in a newspaper of general circulation,
notification of adjoining property owners and filing of a Notice of Completion
with the Secretary for Resources of the State of California, and
WHEREAS, on November 19, 1984, the Planning Commission of the City of
Chula Vista held a public hearing regarding the adequacy of the Draft EIR, and
reviewed verbal testimony and written comments from various local and State
agencies, and
WHEREAS, the Final Environmental Impact Report was prepared by RECON
in concert with the Environmental Review Section of the Planning Department of !
the City of Chula Vista, including the above-referenced comments and a
response to all of those comments.
NOW, THEREFORE, BE IT RESOLVED as follows:
From the facts presented to the Planning Commission, the Commission
finds that EIR-85-1 has been prepared in complaince with the California
Environmental Act, the State CEQA Guidelines and the Environmental Review
Procedure of the City of Chula Vista, and further that the Planning Commission
will review and consider the information in the EIR as it reaches a decision
on the project.
PASSED AND APPROVED by the City Planning Commission of Chula Vista,
California, this 9th day of January, 1985, by the following vote, to-wit:
AYES: Cannon, Carson, Green, Guiles, 0 Neill, Shipe and Tugenberg
