EIR-85-3 RESOLUTION OF THE CITY PLANNING COMMISSION CERTIFYING ENVIRONMENTAL IMPACT REPORT WHEREAS, the City of Chula Vista has previously certified Master ~ Environmental Impact Report on the Eastlake Planned Community and the Eastlake I Sectional Planning Area (EIR 81-03 and EIR 84-01), and WHEREAS, it is necessary to provide certain water delivery systems to service the Eastlake I Sectional Planning Area, and tdHEREAS, it has been determined that the City. of Chula Vista should assume the lead agency role in the preparation of the necessary environmental documents for these water delivery systems, and WHEREAS, it was determined that these projects could have a significant environmental impact and it was therefore necessary to prepare an Environmental Impact Report on this overall project, and WHEREAS, the Environmental Review Coordinator of the City of Chula Vista obtained an estimated cost for the preparation of the EIR and selected WESTEC Services, Incorporated to prepare the documents, and IdHEREAS, Eastlake Development Company deposited the necessary funds to reimburse the Environmental Review Consultant for the preparation of the documents, and WHEREAS, a notice of preparation was circulated to the State Clearing- house, all responsible agencies, agencies with jurisdiction by law, and all other interested parties for a period in excess of 30 days, and WHEREAS, after independent review and analysis, a Draft EIR was circulated for review and analysis through the State Clearinghouse, responsible agencies, ~ agencies having jurisdiction by law, all other interested parties and made , available for review at the Chula Vista Library for a period in excess of 30 days, and WHEREAS, legal Notice of Availability of the Draft Environmental Impact Report for review and analysis was given through publication in a newspaper of general circulation and by notification to all property owners within 300 feet of the project area, and WHEREAS, a Notice of Completion was filed with the Secretary for Resources of the State of California, and WHEREAS, the Planning Commission of the City of Chula Vista held a public hearing on the adequacy of the Draft Environmental Impact Report on September 11, 1985, and WHEREAS, comments were received at said public hearing and have been responded to in the Final EIR. NOW, THEREFORE, BE IT RESOLVED as follows: From the facts presented to the Planning Commission, the Commission finds that EIR 85-3 has been prepared in compliance with the California Environmental Quality Act of 1970 as amended, the State CEQA Guidelines, and the Environmental Review Procedures of the City of Chula Vista.
