SUGGESTED RESOLUTION REGARDING SOUTH BAY BRT
For the
CHULA VISTA CITY COUNCIL
Whereas, the City Council is concerned about the South Bay Bus Rapid Transit (SB BRT) line is the
wrong choice for our community; and
Whereas, the route of the SB BRT would entail construction and development of special bus lanes to
be placed within unacceptable distances of residential homes; and
Whereas, the residents and home owner affected by the SB BRT were either not given sufficient notice
regarding this BRT line being implemented or their concerns not adequately addressed; and
Whereas, other cities have learned that BRT systems are not good long range transit investments for
major corridors due to their operating costs and low capacity; and
Whereas, the Metropolitan Transit System (MTS) reports that our trolley system recovers 54% of its
operating costs when buses only recover 34%; and
Whereas, rail systems can attract 30-40% more users than buses which is very important if we want to
have traff c relief on our freeways as well as reduce GHG emissions and other pollutants which cause
asthma and cancer; and
Whereas, proceeding with the SB BRT now would commit much of the public funds available for
transit development in the region and preclude development of a rail system in the near future even
though plans for a rail system was recommend and in place; and
Whereas, the SB BRT is part of a Regional Transportation Plan which has been ruled by the Superior
Court in December 2012 to be inadequate and unlawful; and
Whereas, the implementation SB BRT will not significantly improve our region's failing grade for air
quality from the American Lung Association: and
Whereas, as our community works towards establishing a new State University in the southern part of
San Diego County, we need to assure that it will also be served with a rail transit system which is more
affordable and convenient than buses like other State Universities in the region; and
Whereas, there are a number of interim options which could provide effective transit in the area to be
served by the SB BRT until a rail system can be realized but have not been given serious consideration
and
Whereas, our community deserves every consideration for developing the best transit system,
improving the health of our citizens, protecting the environment in our region and earth, and being fair
to all home owners and residents; now, therefore, be it

Resolved by the City Chula Vista Council, that the SANDAG Board not certify the SB BRT EIR at
this time, that the project be place on hold and be it further;
Resolved that we strongly encourage SANDAG to seriously consider alternative interim transit
solution to meet the transportation needs of our area until such time that a rail system can be
implemented and be it further;
Resolved that SANDAG immediately seek funding options including allocation changes which will
allow implementation of additional rail transit systems in South Bay in the next five years.

Pipeline Relining Project
Pipeline Repair and Warranty
The San Diego County Water Authority's
Pipeline Relining Program is a multi-decade
program that will rehabilitate and extend the
life of approximately 82 miles of aging
water delivery pipelines throughout San
Diego County. The relining process involves
inserting steel cylinders, known as liners, into
an existing pipeline, reinforcing the pipeline
from within. The process is more cost-effective
and less intrusive than removing and replac-
ing the pipelines and helps ensure a safe and
reliable water supply for our region's future.
To date, the Water Authority has relined ap-
proximately 30 miles of pipelines.
Project Overview
Generally, relining construction rehabili-
tates segments of pipelines based on their
age and the need for improvements. The
Sweetwater to Lower OTay Pipeline Relining
Project involves rehabilitating approximately
5.4 miles of large diameter pipeline that
traverse portions of The communities of Bonita
and eastern Chula Vista (Eastlake, Otay
Ranch, as well as the
Otay Ranch Preserve
and Lower Otay
County Park).
Construction crews
will conduct most of
the work underground,
inside the pipe. They
get To the pipe by excavating, establishing,
and entering the pipeline through 17 access
sites, or portals. Large sound walls, typically
constructed of wood, will be temporarily
placed at portals, as needed, to comply with
environmental regulations and ease noise
impacts to residents.
Accessing the Pipeline
At each portal, crews must remove
approximately 40 feet of existing pipe to
gain access to the interior of the pipeline and
install the relining materials. These portals
remain open while work is in-progress.
Pipeline relining occurs in several phases
and construction work at the various portals
may not occur actively at the same time.
Work at each portal may vary depending
on the construction plan and contractor re-
sources. The Water Authority will notify the
community of schedule changes and activities
as they occur.
Community Commitment
The Water Authority is committed to
working with project neighbors and surround-
ing communities during construction projects.
The project team continuously communicates
with neighbors and stakeholders through '
community presentations, door-hanger notices,'
placed info position in the existing pipe.
