Chula Vista, CA 91910 EXPERIENCE: Sixteen years as a member of Chula Vista's Parks & Recreation Commission (1986-94) and of the Planning Commission (1994-2002), and two years as a member of GMOC (1995-97) since I retired from 45 years in the U.S. Navy and in the Naval Civil Service, have given me the background and perspective to be of help on a second tour of duty on the Parks and Recreation Commission. OTAY VALLEY REGIONAL PARK (OVRP) CITIZENS ADVISORY COMMITTEE: I have been continuously, actively, and passionately involved in OVRP Concept Planning since late 1989. Coordinating the Otay River Valley Clean-up Project in the last two and a half years has provided an in- depth knowledge of the constraints and opportunities of the River Valley related to active and passive recreation, hiking and biking trails, and preserving open space and habitat. To date, over 10,000 labor hours have been expended in removing 901 tons of household, commercial, and industrial trash in 168 trips to the landfill. I have personally spent over 500 hours planning and coordinating the efforts of major groups involved, and have maintained a photographic and narrative history of the effort.
