Former two term Safety Commissioner 1995 - 2001. Keenly interested in establishing & maintaining
efficient traffic flow patterns, safe motoring and pedestrian traffic standards, and enforcement throughout the
city of Chula Vista. As a previous volunteer with the Chula Vista Traffic & Street Lighting Dept. (1994), and
a former employee of SBC as a Field Manager, 1 posses a solid background in the installation of electrical R
communications services vital to the well being, and future growth of Chula Vista.
What would yotr hope to accomplish by your participation?:
The City of Chula Vista has made tremendous strides in becoming a model city over the last 19 years through
solid community planning utilizing volunteer resources from the various city commissions. It is my desire to
contribute to the overall beautification, uplifting of living standards, and safety throughout Chula Vista, not
just the newer housing developments.

I will administer your Oath of Office during the City Council meeting of August J~2; 2006. At
that time, you will also be given a Certificate of Appointment and a Boards and Commissions
Handbook. The meeting will commence at 6:00 p.m. in the Council Chambers, located in City
Hall, at 276 Fourth Avenue. If you are unable to attend this meeting, please call the City Clerk's
Office at 691-5041 to make alternative arrangements to take your Oath of Office, since this must
be accomplished prior to participating in Safety Commission meetings.
The Secretary of the Safety Commission, Lindsay Walters, will send you information regarding

Please find the attached memorandum from Zaneta Encarnacion dated July 31, 2006, with a list
of 11 recommended names from Mayor Padilla for commissioner appointments. Also included
are applications for each name listed.
- All applicants reside within the Chula Vista City limits.
- All applicants, with the exception of Jeremy Hogan, M.D., and Karina Corrales (student)
are registered to vote in Chula Vista.
- None of the applicants currently serve on any Chula Vista
Boards/Commissions/Committees.
- Pat Moriarty and Ricardo Macias were candidates in the Chula Vista June 6`h 2006
elections.
Please return all paperwork to me after your review. If possible, the Clerk's Office would like to
place the ratifications on the August 8, 2006 Council Agenda.

QUALIFICATIONS: While previous experience and education in the areas assigned to the
Board/Commission/Committee are considered in the appointment process, your background is
not the only determinant. Other interests, previous and current employment, and familiarity with
Chula Vista and the community are also relevant. Furthermore, YOU MUST BE A
RESIDENT OF THE CITY OF CHULA VISTA AND REGISTERED TO VOTE IN
CHULA VISTA AT THE TIME OF YOUR APPOINTMENT FOR ALL
COMMISSIONS/COMMITTEE EXCEPT YOUTH, PROTECT AREA COMMITTEES,
AND SOME EX-OFFICIO MEMBERS.

Principal areas of interest are safety, ethics and planning. I
am a recently retired naval officer (30 years active duty) with a
comprehensive and varied background in leadership, planning,
resource management, safety, problem identification/solving and
decision making. In addition, I was stationed at Ships
Intermediate Maintenance Activity (SIMA) San Diego for several
years and have a solid background in industrial planning, cost
control and estimating, contractor bidding and resource
procurement.
As a naval officer and because of my above mentioned experience,
professional ethics and personal integrity are a must, both upon
which I laid my foundation for a successful navy career. In
regards to ethics, I was frequently called upon by my superiors
to conduct Judge Advocate General (JAG) inquiries regarding
misconduct, breach of ethics and congressional inquiries. I was
well known and respected for my thoroughness, objectivity,
integrity and impartial fairness in rendering findings and
recommendations and often sought out for these duties. Of the
numerous summary court marshalls that I conducted, none were
overturned by higher legal authority upon automatic review for
procedural correctness, findings of fact and awarded punishment.
Fifteen of my 30 year navy career were served in the South Bay
area beginning in 1965, whereas I have had the opportunity to
watch the City of Chula Vista develop over the years. I have been
most favorably impressed with the long term planning, coordinated
development, city government and quality of life which was a
major factor in my wife's and my decision to buy a home in Chula
Vista in 1987. Now that I am a California resident, I want to be
an active part of a community that I genuinely feel proud to be
part of. I believe that my naval experience can be easily
converted to valuable use in the service and the maintenance of
our city as a beautiful and progressive community and working
towards improvement where necessary.
